Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.
Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the `Courts Group'.

VCAT
The Victorian Civil and Administrative Tribunal (VCAT) is a justice service that resolves a wide range of disputes for the Victorian community, including renting, planning, and consumer disputes. VCAT is committed to delivering an accessible service for all Victorians and is transforming our digital products and services to make it faster, easier, and more convenient for people to come to the tribunal.
About the Role
The Program Manager is responsible for contributing to the strategic development, governance and implementation of VCAT's Appropriate Dispute Resolution (ADR) work program. You will work collaboratively with the Head and Deputy Head of the ADR Division offering strategic advice, program leadership and governance oversight. You will support strong stakeholder engagement and continuous improvement initiatives enhancing the integration, consistency and effectiveness of ADR across VCAT's operating model.
You will be required to develop and implement governance and assurance frameworks and lead cross functional initiatives to support organisational reform. Duties will include:
- driving collaboration across VCAT divisions to support the integration of ADR principles, pathways and practices
- leading governance, reporting and assurance activities, including the oversight of risks, issues, dependencies, delivery timeframes and implementation progress
- leading and coordinating the ADR Strategy and associated capability uplift initiatives across the Tribunal
- leading the development and coordination of ADR capability, accreditation and professional development initiatives
- building and maintaining effective stakeholder relationships including professional bodies, universities, justice sector partners and accreditation providers
- maintaining accurate records of your work activities in accordance wit legislative requirements
This is a fixed term opportunity for 2years.
About You
The ideal candidate will have demonstrated experience leading complex programs or strategic initiatives in a public sector, justice or similar complex environment. You will have proven strong strategic thinking, planning and problem-solving capability together with experience leading organisational change, capability uplift or continuous improvement initiatives.
You will be able to demonstrate:
- familiarity with ADR practice or accreditation frameworks, or the ability to rapidly acquire domain knowledge
- strong governance, data, reporting and risk management capability
- proven ability to apply system archetypes to identify common dynamics that appear in a variety of situations
- experience in project delivery through the translation of strategies into programs delivered to meet business outcomes and objectives
- superior commitment to the delivery of quality outcomes
- ability to foster a collaborative environment with a strong commitment in the team for development and service excellence
Qualifications
A qualification in program, project or change management and/or mediation or ADR accreditation is desirable
