Service Stream are on the hunt for an experienced Planned Works Lead to join the team at our Clayton office!

We are now delivering routine maintenance and defect rectification works, and refurbishment and upgrade projects under a major long-term contract with the Victorian Government (Metropolitan Victorian Road Maintenance Contract (VRMC) - South Central Region).
Reporting to the Delivery Manager, the Planned Works Lead oversees safe, compliant and efficient delivery of VRMC Planned Works, on time and within budget. An established leader who drives for service excellence and continuous improvement, the Planned Works Delivery Lead is a potential successor to the Delivery Manager and will have regular opportunities perform this role in an Acting capacity, as part of a structured career development program.
The Planned Works Lead will be responsible for developing the VRMC work winning strategy in pursuit of competitive tender opportunities as well as direct-award major road resurfacing and rehabilitation programs, and will lead a high performing team of engineers and supervisors to tender, plan and execute the Planned and Capital Work Maintenance portfolio for the VRMC and other Road Maintenance contracts held by Service Stream throughout the state of Victoria.
This role will be a hybrid role mainly out of our Clayton office and a tool of trade (work vehicle) will be provided.
Key Responsibilities:

Onboarding, training and Verification of Competency for all Planned Works Delivery team members, including Delivery Partner (subcontractor) personnel

Lead tender response, including market engagement, price evaluation and pricing buildup and submission of all Planned Maintenance tenders

Engaging and managing approved/preferred local Delivery Partners to deliver Planned Maintenance Works, ensuring appropriate resourcing capacity and capability to deliver to the Program

Providing input to development of the Planned Maintenance Program and working closely with the Pre-Works team and Maintenance Delivery team to schedule and complete works in line with the PM Program while minimising impacts on road users and communities, and maximising resource utilisation

Leading daily pre-start meetings and carrying out day-to-day activity and performance management of the Planned Works team, with a strong focus on safety, quality and efficiency

Forecast delivered revenue against the Planned Maintenance budget and track progress, providing regular updates to finance

Effective upstream and downstream contract administration for planned maintenance projects, ensuring all contract requirements are met and followed as required by subcontract delivery partners, ensuring client and subcontractor relationships are maintained

Lead commercial negotiations with subcontractor delivery partners, including variation management and performance management.

Define, implement and continually refine Planned Works Delivery processes in line with contractual requirements and data management standards.
About You:

Minimum eight years’ experience in capital works project planning and delivery in a road maintenance or civil works environment

Minimum five years’ experience leading delivering projects of up to $5 million in value.

Extensive experience managing internal workforces and delivery partners to deliver services to specification, program and cost

An inclusive approach to managing and developing your team, underpinned by an ability to make best-for-Contract decisions within your span of control

Detailed knowledge of civil construction and/or road network management practices, including access, permit and licensing requirements for road maintenance operations

Exceptional time-management skills and a proven ability to maintain effective, professional relationships with internal and external stakeholders.

A proactive lead-indicator approach to minimising quality, safety and environmental risks and incidents.

A current Victorian Driver’s License.
