Context statement
Land Development Corporation is a Government Business Division. Land Development Corporation is responsible for delivering
strategic land throughout the Northern Territory.
Primary objective
Provide technical, financial and management accounting services to ensure integrity of financial data and compliance with financial
policies. This includes financial analysis, reporting and advice, financial statement preparation, budget preparation and monitoring
and the implementation of financial and accounting policies in line with legislation and commercial operations.
Key duties and responsibilities
1. Provide a high standard of financial services, strategic advice and training to support the Chief Financial Officer, in developing,
monitoring and reporting of budget, financial and taxation information in accordance with legislative frameworks and provide
recommendations for improvement.
2. Reconciliation of balance sheet accounts and other adhoc reconciliations to support the operations of LDC.
3. Manage the maintenance and integrity of the general ledger and subsidiary ledgers for LDC.
4. Provide ad hoc reports and projects to meet internal and external analysis and reporting.
5. Conduct regular reviews of financial management policies and practices of the Corporation and recommend changes ensuring it
operates effectively and efficiently within relevant legislation, accounting standards, Treasury and Finance Circulars and budget
parameters.
6. Prepare, analyse and manage cash flows to facilitate the monthly reporting of expenditure against budget.
7. Prepare and contribute to Ministerial correspondence and budget submissions in a timely manner and assist with the
Corporations Governance requirements and audits.
Selection criteria
Essential
1. Substantial experience and technical proficiency in financial management, budget formulation, cost tracking and reporting,
collation and analysis of financial data with the ability to interpret and apply legislation accurately.
2. Highly developed communication and interpersonal skills to operative effectively and with confidential and sensitive information
and communicate technical and complex information clearly and effectively for target audiences.
3. Demonstrated knowledge of and experience in, financial report generation techniques and methodology and reporting
presentation suitable for management and highly developed excel skills.
4. In depth knowledge of accounting and tax principles, particularly as they apply to the sale and development of land.
5. Demonstrated ability to interact effectively and maintain good working networks across other government departments,
stakeholders and clients in relation to financial matters and provide guidance to LDC team.
6. Proven ability to work independently, and as a member of a team and use initiative to deliver concurrent outcomes within tight
and conflicting deadlines, maintain high standards of attention to detail and accuracy.
7. Well-developed negotiation and problem-solving skills with the ability to influence and to achieve business outcomes.
Desirable
1. Bachelor degree in finance/accounting or business-related fields.
2. Experience working within a property development organisation.
3. Membership or working towards membership of a professional accounting body (e.g. CPA/CA).
