The Department of Justice and Community Safety is seeking a Legal Policy Officer to provide a critical role within Emergency Management Victoria.
About the Business Unit
Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice and Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Deputy Secretary, Emergency Management/Chief Executive (CE) and the Emergency Management Commissioner (EMC).
The Legal Policy and Legislation (LPL) team within EMV is responsible for providing strategic policy and legislative advice to government, departmental executives and key stakeholders on complex emergency management and emergency services reform matters. With a strong emphasis on a positive work culture and continual support for professional development, LPL is renowned across EMV as a high performing and friendly team.
About the Role
Reporting to the Manager, Legal Policy and Legislation, the Legal Policy Officer delivers innovative and expert strategic and authoritative legal policy advice to the Director, other senior EMV and Departmental officers and the Minister on a wide variety of issues related to emergency management in Victoria.
Some of your duties will include:
- Preparing briefs, discussion papers, and reports as required for the Director, Minister, Secretary and other senior EMV and departmental officers on complex and sensitive issues.
- Providing strategic legal policy advice to the Director, and other senior EMV and Departmental officers and the Minister on a wide variety of issues related to emergency management in Victoria.
- Undertaking complex, sensitive research, analyse complex policy and legal policy development and delivery issues and risks relating to the emergency management portfolio.

About you
To be successful in this role, you will have:
- Experience in legislative development in Victoria is desirable.
- Demonstrated knowledge of Victoria's emergency management arrangements is desirable.
- Experience in research, analysis and problem solving.
Qualifications
- A Bachelor of Laws, Juris Doctor or equivalent legal qualification conferred by a university in a common law jurisdiction is highly desirable, otherwise a degree in government administration, public policy, emergency management or a related field is required.
