About the Role
Our client is seeking an experienced Project Engineer to support brownfield refinery projects across NSW. You will provide technical leadership and owner-side engineering support across design, construction, commissioning, and project delivery activities. Experience in oil, refinery, chemical, or similar hazardous industries is essential, along with strong knowledge of HAZOP, MOC, brownfield projects, and Australian standards.
Key Responsibilities:
- Act as the owner’s engineering representative across multiple refinery upgrade projects.
- Provide technical leadership and engineering assurance throughout the project lifecycle.
- Review and approve engineering deliverables from consultants, contractors, and vendors.
- Support projects through concept, FEED, detailed design, construction, commissioning, and handover phases.
- Coordinate multidisciplinary engineering activities across mechanical, civil, structural, electrical, instrumentation, control, and process disciplines.
- Prepare consultant scopes and manage external engineering service providers.
- Provide technical support during construction, including site inspections, design clarifications, technical queries, and non-conformance resolution.
- Lead and participate in HAZOPs, MOCs, risk assessments, and safety reviews.
- Ensure compliance with Australian Standards, WHS legislation, environmental requirements, and safety-in-design principles.
- Liaise closely with operations, maintenance teams, contractors, and key stakeholders to ensure successful project delivery.
- Support commissioning, performance testing, procurement activities, cost reviews, change management, and project close-out.
Essential Requirements:
- Bachelor’s degree in engineering (Mechanical, Process, or similar).
- 5+ years’ experience in project or owner-side engineering roles within Oil & Gas (refineries waste oil or chemical plants)
- Demonstrated experience acting as Owner’s Engineer or client-side technical representative.
- Strong understanding of brownfield operating sites and oil industry standards/guidelines.
- Experience working on brownfield projects within live operating facilities.
- Ability to review and challenge engineering designs and contractor methodologies.
- Strong communication and stakeholder engagement skills.

- Comfortable working across design offices, construction sites, and operating plants.
- Confident providing independent technical advice and challenging suppliers when required.
- Able to manage multiple interfaces and priorities in a complex project environment.
