THE ROLE
The Communities and Families Transformation Program (CFTP) is a large-scale service transformation program that will replace legacy case management systems and deliver modern tools to approximately 10,000 users across nine program areas in the Department of Families, Fairness and Housing (DFFH) and the Department of Justice and Community Safety (DJCS). The program will also deliver improved case management and reporting capabilities to Community Sector Organisations (CSOs) and Aboriginally Controlled Community Organisations (ACCOs). The program will redesign how services are delivered to improve efficiency and outcomes while enhancing compliance and data privacy and security.
The first tranche of work, spanning three years will deliver: replacement of IRIS (the legacy sector case management and reporting system); service design for Child Protection; and complete foundational technology design and build and procurement. Key foundational elements will include capacity to securely store and share information practitioners need to support case planning and service delivery. The program will seek to design reusable technology assets that can be deployed across government.
Future tranches of work will be subject to completion and acceptance by government of subsequent business cases – building on tranche one outcomes to allow progressive completion of the program before legacy systems must be decommissioned.
The Stakeholder Engagement and Communications team leads the development and delivery of the Communities and Families Service Transformation Program's strategic engagement and communications approach, ensuring stakeholders are informed, engaged, and mobilised to support the successful delivery of the transformation.
Reporting to the Manager, Strategic Engagement and Communications, the Project Officer will be responsible for delivery of policy, projects and stakeholder engagement that will enable the objectives of the Communities and Families Transformation Program to be realised for improved outcomes for children and families.
The Project Officer will work with their Manager and team to coordinate and deliver intergovernmental stakeholder communications and build a strong partnership with key stakeholders throughout the full life cycle of the Communities and Families Transformation Program. This includes supporting coordination of
The team operates in close collaboration with departmental staff, centrally and in divisions, as well as with other government departments and external stakeholders to inform its work and support implementation. This position involves stakeholder management, working with people with lived experience, coordination, policy skills, and project management.
The role will contribute to, the development of budget bids, Cabinet submissions and papers and briefings suitable for informing senior executive and ministerial decision making. The position will require written and verbal communication skills, and an understanding of policy, budget setting processes and stakeholder engagement. The role holder will also have the skills and ability to use initiative to support delivery in a fast-paced and changing policy environment.
The role will develop and implement integrated engagement and communication strategies that build understanding of the reform vision, strengthen partnerships across government and the community sector and distil confidence in the transformation journey. Working in collaboration with senior leaders, the role ensures communications are purposeful and aligned to the changing stakeholder needs over the program lifecycle.
The role will support the Manager in providing strategic adv ice on stakeholder engagement, issues management and communication approaches for complex reform activities, ensuring clarity, consistency of messaging, transparency, and timely information sharing. In addition, the role will be expected at times to support the Manager provide strategic advice on stakeholder engagement with Ministers, departmental executives, partner agencies, funded organisations, and other key partners.

ACCOUNTABILITIES INCLUDE
- Lead the planning, resourcing, implementation, and evaluation of engagement activities for the Communities and Families Service Transformation Program.
- Support delivery of key engagement mechanisms of behalf of the Communities and Families Service Transformation Program, including meeting organisation and high-quality agendas and minutes.
- Provide project support for establishment of communications plans through undertaking stakeholder mapping, risk profiling and identification of opportunities for strengthened partnerships with government and non-government organisations.
