Primary objective
Lead the Data and Digital Systems workstream for implementation of the Rights of the Terminally Ill (ROTI) Act in the Northern Territory. Provide
strategic leadership for the design, governance, implementation and continual improvement of digital systems, data architecture, reporting and
information management frameworks that support safe, compliant and culturally responsive delivery of ROTI services. Work collaboratively with
the Department of Corporate and Digital Development (DCDD), the Office of the Chief Clinical Information Officer (OCCIO), NT Health and
stakeholders to ensure digital solutions support legislative requirements, clinical governance, operational delivery, monitoring and evaluation.
Key duties and responsibilities
1. Provide strategic advice and leadership to the ROTI Implementation Lead, Chief Health Officer, Steering Committee and working groups on
digital service design, information management, data governance, reporting and emerging risks.
2. Lead the planning, design and implementation of the ROTI ICT Portal and associated digital solutions, ensuring systems support practitioner
registration, credentialing, statutory processes, records management and reporting requirements.
3. Develop and oversee data governance, reporting and information management frameworks to support legislative compliance, privacy
requirements, performance monitoring, service evaluation and continuous improvement.
4. Lead stakeholder engagement and collaboration to ensure successful implementation of digital solutions.
5. Direct business analysis, process design, requirements gathering and user acceptance activities to ensure digital systems are fit-for-purpose
and support safe, effective and user-centred service delivery.
6. Establish reporting, monitoring and evaluation systems, including performance indicators, dashboards and analytics.
7. Identify, monitor and manage digital, information and data-related risks, ensuring systems comply with cybersecurity, privacy, records
management and audit requirements.
8. Lead implementation readiness and change management activities, including development of training resources, user guidance and support
strategies to facilitate successful adoption of ROTI digital systems.
9. Follow defined service quality standards, work health and safety policies and procedures relating to the work being high quality, safe services
and workplaces.
10. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Demonstrated experience leading the planning, implementation and governance of complex digital transformation.
2. High-level strategic thinking, analytical and problem-solving skills, including the ability to provide authoritative advice on complex policy,
operational and digital service delivery issues.
3. Demonstrated experience leading stakeholder engagement and influencing outcomes across diverse stakeholders.
4. Demonstrated knowledge of digital governance, information management, privacy, cybersecurity, data governance and reporting frameworks,
preferably within health or government settings.
5. Experience leading business requirements development, process redesign, implementation planning, testing and change management activities
associated with digital systems.
6. High-level written and oral communication skills, including experience preparing executive briefings and governance papers.
7. Demonstrated experience in data analytics and reporting tools, including performance reporting frameworks.
Desirable
1. Knowledge of the Rights of the Terminally Ill (ROTI) Act 2026 and related legislation.
