ICITI is a modular construction company specialising in the research, design, manufacture, and development of modular building systems.
The company designs and manufactures key building components, including structural steel systems and timber panel systems, in Vietnam for export to international markets. ICITI is currently expanding into Australia, with Queensland as its initial target market, focusing on residential, student accommodation, workforce accommodation, and affordable housing projects.
Position Overview
ICITI is seeking an experienced Civil Engineer / Compliance Consultant to support the integration of Australian building requirements into its modular construction systems and projects.
The successful candidate will work closely with ICITI's technical team in Vietnam and Australian architects, engineers, building certifiers, contractors, and local authorities to ensure compliance with Australian regulations, standards, and approval processes.
The role will also provide independent technical review and reporting to assist ICITI in evaluating consultant recommendations, project risks, and compliance pathways.
Objective
To ensure ICITI's modular construction systems and projects comply with Australian regulatory requirements while providing independent technical, compliance, and approval support for the company's expansion into Queensland and the broader Australian market.
Key Responsibilities
- Review building designs, technical documents, and consultant submissions for compliance with Australian regulatory requirements.
- Advise ICITI on the National Construction Code (NCC), the Queensland Development Code (QDC), relevant Australian Standards, and applicable approval pathways.
- Participate in technical meetings with architects, engineers, building certifiers, contractors, and local authorities.
- Support development application (DA) and building approval (BA) processes, design certification (including Form 15 and Form 16 certificates where applicable), and project documentation.
- Assist ICITI in understanding and implementing compliance requirements for modular and prefabricated (offsite) building systems.
- Identify technical, regulatory, approval, cost, and program risks.
- Conduct independent reviews of consultant recommendations and deliverables.
- Prepare technical reports, compliance assessments, and progress updates for ICITI management.
- Act as the primary technical liaison between Australian consultants and ICITI's Vietnam team.
Requirements
- Fluent in Vietnamese and English (written and spoken), to liaise effectively with ICITI’s Vietnam-based technical team.
- Bachelor degree (or higher) in Civil Engineering, Structural Engineering, Construction Management, Building Surveying, Architecture, or a related discipline.
- Minimum 3–5 years’ experience in the Australian construction industry.
- Strong understanding of:
- National Construction Code (NCC)
- Queensland Development Code (QDC)
- Development application (DA) processes under the Planning Act 2016 (Qld)
- Building approval (BA) processes under the Building Act 1975 (Qld)
- Australian Standards relevant to residential and modular construction (e.g. AS/NZS 1170, AS 4100, AS 1684)
- Experience working with architects, engineers, building certifiers, and local government authorities.
- Strong technical review, reporting, and communication skills.
Preferred Experience
- Modular or prefabricated construction projects.
- Residential, accommodation, or multi-residential developments.
- Building certification and compliance assessment.
- RPEQ registration (or eligibility) with the Board of Professional Engineers of Queensland, and familiarity with QBCC licensing requirements.
- Queensland-based project delivery.
- Experience dealing with imported building products or alternative construction systems.
Engagement Terms
- Part-time consultancy engagement (independent contractor; ABN required)
- Fully remote, with flexible working arrangements
- Approximately 38-40 hours per month
- Monthly retainer of AUD $3,000 (excluding GST)
- Potential for long-term engagement as Australian projects progress
Pay: $80.00 – $100.00 per hour
