Social Services Regulator
The Social Services Regulator (SSR) is an independent statutory authority that exists to safeguard the rights of children and young people as well as people who use social services in Victoria.
The SSR regulates the Social Services Standards, the Child Safe Standards (for organisations without a sector specific co-regulator as well as the social services sector), and also administers the Worker and Carer Exclusion Scheme (WCES), Reportable Conduct Scheme (RCS) and Working with Children Clearance (WWC Clearance) scheme and NDIS Worker Screening Check.
The Social Services Regulator takes an integrated and intelligence driven approach to identifying, preventing and excluding unsafe people from working with children and young people, as well as ensuring organisations that work with children and young people keep children safe from abuse and harm by meeting the Child Safe Standards.
As a co-regulator of the Child Safe Standards, the Social Services Regulator works with other co-regulators of the Child Safe Standards including the Department of Health, Victorian Registration and Qualifications Authority (VRQA), Victorian Early Childhood Regulation Authority (VECRA), and Workforce Inspectorate Victoria to keep children safe from harm and abuse.
THE ROLE
The Adviser, Internal Review is a developing case-carrying practitioner who supports the delivery of internal reviews across the Social Services Regulator's statutory schemes.
With guidance, the Adviser undertakes lower-complexity internal reviews and discrete components of complex, sensitive or high-risk matters. The role gathers and analyses evidence, undertakes legal and policy research, and prepares chronologies, issue and evidence matrices, correspondence, briefings, recommendations and draft reasons for decision.
The Adviser contributes to internal review outcomes that are lawful, fair, evidence-based, safety-centred, timely and intelligible. The position provides a supported pathway to develop expertise in administrative review, statutory decision-making and regulation, with progressively greater responsibility as capability develops.
The position reports formally to the Director, Internal Review and works closely with, and receives technical guidance and mentoring from, the Principal Advisers and the Senior Advisers, Internal Review. This role presents a rare opportunity to help shape and establish a new internal review function and would be ideally suited to a recent law graduate or early-career legal or regulatory professional seeking to develop expertise in administrative law, statutory decision-making and regulation.
ACCOUNTABILITIES INCLUDE
- Support and progressively undertake the end-to-end conduct of internal reviews, including managing lower-complexity matters and completing defined components of more complex reviews.
- Assist to identify the reviewable decision, grounds of review, relevant issues, statutory requirements, applicable powers and procedural steps.
- Gather, organise and analyse information and evidence, including preparing chronologies, issue lists and evidence matrices and identifying gaps, inconsistencies or areas requiring further enquiry.
- Undertake legal, policy and practice research and apply relevant legislation, policy, guidance and administrative law principles to the circumstances of each matter.
