About the role
The Head of Actuarial Services is a senior specialist role responsible for providing authoritative actuarial, insurance and financial advice to support the sustainable performance of the Building and Plumbing Commission's (BPC) domestic building insurance function.
Reporting to the Deputy Chief Finance Officer (DCFO), the role serves as BPC's principal actuarial adviser and specialist leader on insurance performance, valuation, pricing and risk. The position plays a critical role in informing strategic decision-making by the Executive Leadership Team and Insurance and Investment Committee through robust analysis, independent advice and evidence-based insights.
Operating with a high degree of professional autonomy and judgement, the Head of Actuarial Services leads the organisation's actuarial function and is responsible for maintaining the integrity of actuarial analysis, financial provisioning and insurance performance reporting. The role oversees key actuarial engagements, acts as BPC's primary liaison with the external Appointed Actuary, and ensures actuarial advice is translated into clear and practical recommendations that support organisational decision-making.
Working closely with the Chief Insurance Officer and a broad range of internal and external stakeholders, the position analyses claims and portfolio performance, supports financial reporting and provisioning, contributes to reinsurance strategy, and strengthens insurance risk management frameworks. The position plays an important role in supporting sound governance, financial sustainability and the effective operation of the domestic building insurance scheme.
What are we looking for
- You are an accomplished actuarial and insurance professional with substantial expertise gained within general insurance, actuarial consulting or a related financial services environment. You bring extensive expertise in actuarial valuation, pricing, insurance risk and financial reporting, together with a thorough understanding of accounting requirements, including AASB 17 and AASB 1023. Your experience spans insurance performance analysis, financial provisioning, reinsurance assessment and risk management, and you have contributed to the development of robust governance and oversight frameworks.
- You apply sound actuarial judgement to complex financial and insurance matters. You are a trusted adviser who can translate complex technical concepts into practical insights for executive and non-technical audiences and provide clear, evidence-based advice to support strategic decision-making. You communicate with clarity, build strong relationships, and engage effectively with executive leaders, committees, auditors, actuaries, regulators and other internal and external stakeholders. You are able to influence outcomes, navigate competing priorities and provide balanced advice on matters of significance.
- You combine strong analytical capability with sound commercial judgement and a practical approach to problem-solving. You anticipate emerging issues, identify risks and opportunities, and make considered decisions in complex environments. You maintain strong attention to detail while remaining focused on the long-term sustainability and performance of the insurance scheme.

About the organisation
The Building and Plumbing Commission (BPC) is Victoria's regulator for the building and plumbing industries. The Commission brings together the Victorian Building Authority (VBA) Domestic Building Dispute Resolution Victoria (DBDRV) and the Domestic Building Insurance (DBI) function of the Victorian Managed Insurance Authority (VMIA).
For the first time, regulation, dispute resolution and domestic building insurance are handled by one agency. This will deliver a clearer view of the entire building process, in order to protect consumers, support industry, and make the system easier to navigate. The merger presents a unique opportunity to make a fundamental difference in the streamlining of functions and the maturing of its operating model. This occurs alongside modernisation of systems, data and technology that support its regulatory responsibilities.
The transition of the domestic building insurance function has significantly increased the complexity of BPC's financial and risk profile, making actuarial leadership critical to strengthening consumer protection and enhancing the effectiveness and accessibility of Victoria's building insurance system.
