In this role, you'll:
Drive Transport’s approach to building capability in government and parliamentary functions across the organisation. From briefings and parliamentary procedures to engagement with Ministers and understanding the Westminster system, you’ll design and deliver learning pathways that empower our people to act with confidence and precision.
What you’ll do
- Define capability development goals and implement plans that strengthen skills and knowledge across Transport, with a specialist focus on Government and Parliamentary Services (G&PS).
- Conduct training needs analysis to identify gaps and translate findings into targeted learning opportunities.
- Collaborate with Culture and Capability, People Operations, and key stakeholders to design and standardise training content, guidelines, and templates that embed best practice.
- Develop and maintain a central repository of reference materials and establish communities of practice to promote collaboration and continuous learning.
- Design, deliver, and manage training programmes and learning modules, including introductory courses and specialist sessions, ensuring accessibility for employees across Transport.
- Act as a trusted advisor and subject matter expert on capability development for government and parliamentary engagement.
- Measure and evaluate the impact of capability initiatives, using data and feedback to continuously improve learning strategies and outcomes.

About you
You bring expertise in learning and capability development, with experience in designing and delivering enterprise-wide programmes that drive measurable outcomes.
With a strong understanding of State Government systems and parliamentary processes, you have:
- Proven ability to lead capability uplift initiatives in complex environments.
- Skills in stakeholder engagement, collaboration, and influencing at all levels.
- Experience in learning design, leadership development, and embedding best practice governance.
- A passion for empowering people and building organisational capability that sets the benchmark for excellence.
