Stepping into the heart of the NSW Government
NSW Treasury sits at the centre of government as the principal adviser on financial, economic and fiscal matters for the State. As the Director, Innovation, Partnerships and Governance, you will operate at this centre shaping how the State partners with the banking and financial services sector to deliver value, innovation and strategic outcomes.
This role offers a rare opportunity to influence the future of banking and payments across NSW Government. The role puts you at the centre of driving and growing a partnership model with banks and financial service providers to deliver value outcomes to NSW across a number of dimensions. Working with banking and industry partners you will help shape the forward direction of key industry change programs and to foster innovation to deliver improved outcomes for citizens, businesses and agencies.
You will play a key role in ensuring the State remains at the forefront of emerging financial services trends and technologies and be central to growing the State’s partnership model to do this. Beyond this you help shape a partnership model with the State’s banking partners that supports wider economic policy growth and uplift.

As Director, Innovation, Partnerships and Governance, you will lead the development and delivery of NSW Government’s banking and financial services partnership model.
This is a senior leadership role for a commercially astute and strategically minded professional who can combine vision with execution, working across government with the banking sector and with industry to drive innovation, deliver value and advance policy outcomes.

Reporting line
The Director, Innovation, Partnerships and Governance reports to the Executive Director within the Procurement Reform and Banking / Banking and Financial Services division of NSW Treasury. Read more about your future Group and Division.
Operating environment
This role operates in a complex and evolving banking and financial services environment where policy, regulation, technology and industry innovation intersect.
You will lead through influence, working with a small direct team and across a wide network of agencies, industry partners and regulatory stakeholders. Success will require strong judgement, resilience and the ability to navigate ambiguity, manage competing priorities and engage confidently at a senior level to deliver strategic outcomes.
What you’ll do (and why it matters)
- Lead the strategic direction of NSW Government’s banking and financial services partnership model
- Develop and evolve partnership frameworks to support delivery of government policy objectives and sector-wide outcomes
- Establish and lead governance forums with banking and industry partners to drive alignment, performance and innovation
- Lead market engagement and procurement strategies to deliver banking and payments outcomes for the State
- Build and maintain strong relationships with banking providers, fintechs, regulators and government stakeholders
- Shape and deliver a pipeline of innovation initiatives, translating complex needs into test-and-learn opportunities that scale across government
- Develop robust business cases and benefits realisation frameworks to support investment decisions and demonstrate value for money
- Monitor emerging industry trends, risks and opportunities and provide strategic advice to inform government policy and decision making

About you
- You are a senior leader with strong experience in banking, financial services or payments, with a deep understanding of how the sector operates and evolves
- You bring a proven ability to shape and deliver innovation outcomes through partnerships with industry
- You have strong commercial acumen, with experience leading procurement, market engagement or partnership models
- You are highly credible at senior levels, able to influence and engage across government, industry and regulatory environments
- You can translate complex market, policy and operational insights into clear, actionable strategy
- You thrive in environments where influence is critical, building strong relationships and aligning diverse stakeholders to deliver outcomes
- You combine strategic thinking with delivery focus, ensuring initiatives translate into tangible, measurable results
