Introduction:
ACEREZ is a consortium, comprised of ACCIONA, COBRA and Endeavour Energy which has been appointed Preferred Network Operator by EnergyCo to design, deliver, operate and maintain the transmission line network for the Central-West Orana Renewable Energy Zone (CWO REZ).
The new transmission infrastructure, which will combine high-capacity transmission lines, energy hubs and related infrastructure, will enable generators such as solar and wind farms and energy storage providers in the CWO REZ to connect to the electricity grid, providing a reliable supply of clean, affordable electricity for households and businesses across NSW while helping to meet the state’s newly legislated Net Zero targets.

The Opportunity
The Surveillance Officer is responsible for undertaking site surveillance of the Network Operator's Principal Contractors against approved management plans to verify compliance with project and contractual requirements.
Three fixed-term positions are available:
Three-year fixed-term contract ending 30 June 2029;
Two-year fixed-term contract ending 30 June 2028; and
One-year fixed-term contract ending 30 June 2027.
These are site-based roles located at the Merotherie Construction Offices near Dunedoo, NSW. Meals and accommodation at the workers accommodation camp can be provided as part of the role. Occasional weekend work may be required to support project activities.
Key Responsibilities
•
Undertake planned site surveillance to verify Principal Contractor compliance with approved HSE Management Plans.
•
Conduct workplace observations, inspections and assurance activities across construction areas.
•
Verify compliance with project, contractual and legislative HSE requirements.
•
Monitor contractor performance against agreed HSE KPIs.
•
Identify, document and report non‑conformances, emerging risks and improvement opportunities.
•
Prepare accurate and timely surveillance records and inspection reports.
•
Maintain records to meet assurance, regulatory and contractual obligations.
•
Participate in contractor governance, coordination and performance review meetings.
•
Promote continuous improvement through constructive engagement with contractors and stakeholders.
Skills and Experiences:
Skills & Qualifications
•
Sound knowledge of integrated management systems and relevant international standards, including ISO 45001 (Occupational Health and Safety), ISO 14001 (Environmental Management), ISO 9001 (Quality Management) and ISO 55001 (Asset Management).
•
Extensive demonstrated experience in a similar HSE surveillance, assurance or compliance role within the electricity, utilities, infrastructure or other high-risk construction industries.
•
Strong understanding of contractor management and assurance principles.
•
Working knowledge of Australian health, safety and environmental legislation and associated regulatory requirements.
•
Well-developed written and verbal communication skills, including the ability to prepare concise reports and communicate effectively with contractors, project teams and senior stakeholders.
•
Strong analytical skills with the ability to identify trends, evaluate performance data and recommend practical improvements.
•
Proficiency in Microsoft Office and experience using HSE reporting and data management systems.
•
Certificate IV in Work Health and Safety, Environmental Management or an equivalent qualification.
•
Current Construction Industry White Card.
