Grade: 11/12
Salary range: $149,739 - $173,174 + superannuation and leave loading
Duration: ongoing, permanent full time role
Location: Hybrid with an in-office requirement 2 days a week in Sydney or Gosford. This may be subject to change in line with DCS workplace policies
Help shape the future of NSW’s connectivity by influencing national telecommunications policy, funding and reform at the highest levels of government.
We are seeking an experienced Policy Manager to lead and deliver complex policy initiatives across the telecommunications and digital infrastructure portfolio.
In this role, you will play a critical part in advocating for the best interests of NSW, working closely with Commonwealth agencies, regulators and industry stakeholders to influence funding decisions, policy settings and legislative reform that support the State’s strategic priorities.
About the team
This role sits within the Strategy, Policy and Governance team in the NSW Telco Authority.
The team works across government and industry to shape policy and regulatory settings that enable Telco’s vision and improve connectivity outcomes. Furthermore, the team applies an enterprise‑wide lens to planning, governing, and optimising project and initiative delivery to ensure Telco meets strategy and customer needs.
Your responsibilities will include

Leading the development, analysis and implementation of telecommunications and digital infrastructure policy initiatives, ensuring alignment with NSW Government priorities.

Analysing and interpreting Commonwealth policy proposals, legislation and Cabinet submissions, providing clear advice and recommendations on implications for NSW.

Advocating NSW’s position through formal consultation, negotiation and engagement with Federal Government departments, regulators and statutory bodies.

Developing strategies to influence funding arrangements, regulatory frameworks and legislative reform to support NSW’s telecommunications and connectivity objectives.

Preparing high-quality briefings, Cabinet materials, ministerial correspondence and reports for senior decision-makers.

Leading and facilitating stakeholder engagement with industry, jurisdictions and internal partners, balancing competing interests to achieve optimal outcomes.

Monitoring emerging trends, risks and opportunities in the telecommunications sector to inform proactive policy advice.

Contributing to the delivery of Government commitments by managing interdependencies, risks and competing priorities.

To be successful in this role you will have
-
Strong experience in policy development, legislative analysis and reform, ideally within or closely related to the telecommunications or infrastructure sectors.

Demonstrated ability to interpret complex policy and Cabinet material and translate it into practical, actionable advice.

Proven experience influencing outcomes through negotiation, consultation and advocacy, particularly across jurisdictions or levels of government.

The ability to operate with credibility and resilience in high-pressure environments with tight timeframes.

Excellent written and verbal communication skills, including the ability to brief senior executives and Ministers.

Strong stakeholder management skills, with experience engaging Commonwealth agencies, regulators and industry bodies.
While direct telecommunications experience is desirable, candidates with strong transferable policy and regulatory experience are encouraged to apply.

NSW Telco Authority (NSWTA) operates and manages the Public Safety Network to deliver radio communications for frontline responders.
We work with emergency services and telecommunications carriers to protect communications assets during emergencies and natural disasters.
NSWTA is a delivery agency with responsibility for over $1.5 billion in key NSW Government projects that connect communities and support emergency services.
We lead and coordinate whole-of-government connectivity strategy to bridge the digital divide and help keep people and places safe.
