We are seeking a passionate and community-focused Community Relations Officer to join the Community Relations Department at Rosebel Gold Mines N.V. In this role, you will contribute to building and maintaining positive relationships with surrounding communities while supporting sustainable development initiatives that create long-term social and economic value.
The successful candidate will coordinate community engagement activities and provide technical project support for community development initiatives, ensuring projects are effectively planned, implemented, monitored, and completed in accordance with approved designs, technical specifications, budgets, schedules, quality standards, and regulatory requirements. Working closely with community representatives, government agencies, contractors, consultants, development partners, and internal stakeholders, you will help deliver sustainable programs in education, health, agriculture, infrastructure, entrepreneurship, and local economic development, while supporting Rosebel's Corporate Social Responsibility (CSR) and Environmental, Social and Governance (ESG) commitments.
Your key responsibilities will include:
Community Relations & Stakeholder Engagement

Build and maintain positive relationships with local communities, government agencies, traditional authorities, NGOs, and other key stakeholders.

Facilitate community consultations, stakeholder meetings, communication forums, and engagement activities in accordance with the Community Relations Management System.

Implement and manage the community grievance mechanism, ensuring complaints and requests are addressed, documented, and resolved in a timely manner.

Maintain stakeholder mapping, community risk registers, and engagement records to support proactive community relations.

Develop communication materials, articles, presentations, and reports to increase awareness of Rosebel's community development initiatives.
Community Development & Local Economic Development

Coordinate the planning and implementation of community development, social investment, capacity-building, and local economic development programs.

Support initiatives that promote sustainable livelihoods, entrepreneurship, education, health, agriculture, and community infrastructure.

Monitor project outcomes and evaluate the effectiveness of community programs to ensure alignment with Company objectives and community priorities.

Identify opportunities to strengthen partnerships and maximize the Company's socio-economic contribution to surrounding communities.
Technical Project Coordination

Provide technical coordination for community infrastructure and development projects from planning through implementation and completion.

Review technical drawings, engineering designs, construction plans, material specifications, and project documentation to ensure compliance with approved standards.

Coordinate with engineers, consultants, contractors, and internal departments to support the successful delivery of community infrastructure projects.

Monitor construction activities, contractor performance, quality, safety, budgets, schedules, and project deliverables.

Assist in preparing project scopes, technical documentation, cost estimates, implementation schedules, and progress reports.

Utilize AutoCAD and other technical tools to review drawings, layouts, and project designs where required.
Monitoring, Compliance & Reporting

Monitor and evaluate community development projects and prepare reports, case studies, presentations, and strategic recommendations.

Contribute to baseline studies, monitoring and evaluation activities, and impact assessments to support evidence-based decision-making.

Coordinate with internal departments to ensure a consistent and integrated approach to community engagement and sustainable development.

Ensure compliance with Company policies, Community Relations Management System requirements, ESG principles, IFC Performance Standards, the UN Sustainable Development Goals (SDGs), the UN Guiding Principles on Business and Human Rights, and other applicable legal and regulatory requirements.

Support continuous improvement initiatives and perform other duties as assigned by Management.
The ideal candidate will have:

Bachelor's degree in Civil Engineering, Construction Management, Community Development, Social Sciences, Development Studies, Environmental Management, Public Administration, or a related discipline.

Minimum three (3) years of relevant experience in community development, infrastructure projects, social investment, stakeholder engagement, construction project coordination, or sustainable development.

Experience coordinating community infrastructure or development projects, including planning, implementation, contractor management, and monitoring.

Working knowledge of engineering drawings, construction methods, project scheduling, cost estimation, quality assurance, and contractor coordination.

Experience using AutoCAD, Microsoft Office Suite, and project management software; familiarity with GIS or other technical applications is an advantage.

Strong understanding of stakeholder engagement, grievance management, community consultation, and participatory development approaches.

Knowledge of ESG principles, Corporate Social Responsibility (CSR), IFC Performance Standards, and the UN Sustainable Development Goals (SDGs) is considered an asset.

Excellent project management, analytical, report writing, presentation, and communication skills.

Excellent communication Strong interpersonal and relationship-building skills with the ability to work effectively with multicultural communities and multidisciplinary teams.

Valid Surinamese driver's licence and willingness to travel regularly to remote communities.

Willingness to work on a rotational schedule of 14 days of work followed by 7 days break at Rosebel Gold Mines sites in Brokopondo.

Good written and verbal communication skills in Dutch and English and speaking knowledge of Sranan Tongo. Maroon language is an asset.

If selected, you will be required to submit a Police Clearance Certificate (“Bewijs van Goed Gedrag”). Please initiate the request at your respective District Commissariat.

Based at the Rosebel Gold Mines operation with frequent travel to surrounding communities and project sites.

Works in both office and field environments, including active construction sites and remote rural locations.

Regular interaction with community members, government agencies, contractors, consultants, and internal stakeholders.

May be required to work outside normal business hours to support community meetings, project activities, or operational requirements.

Required to comply with all Company Health, Safety, Environmental, and Security (HSES) standards and wear appropriate Personal Protective Equipment (PPE) during field activities.

Frequent site visits involving walking over uneven terrain and exposure to varying weather conditions.
