We are currently seeking an experienced Senior HSE Manager (Site) to lead Health, Safety & Environmental performance on a major project site in Australia.
This is a key leadership role responsible for driving a strong safety culture, ensuring compliance with regulatory and client requirements, and protecting our people, environment, and operations.
- Lead and manage the site-based HSE function on a large-scale construction/EPCM project
- Drive a proactive safety culture, ensuring the highest standards of health, safety, and environmental performance
- Provide visible leadership and guidance to project teams, contractors, and stakeholders on all HSE matters
- Ensure compliance with Australian legislation, client requirements, and Fluor standards
- Develop, implement, and continuously improve HSE programs, procedures, and initiatives
- Oversee and mentor the HSE team on site, including resource planning and capability development
- Conduct risk assessments, audits, and gap analyses to identify and mitigate potential hazards
- Lead incident prevention, investigation, and corrective action processes
- Support project leadership in balancing safe execution with productivity and delivery targets
- Build strong relationships with internal teams, clients, contractors, and regulatory bodies
- Lead contractor management activities across multiple contractors and subcontractors operating within extended and geographically dispersed work areas
- Ensure effective coordination and alignment of contractor HSE management systems, standards, and field execution practices across all project interfaces
- Balance Principal Contractor obligations and statutory requirements with site and corporate governance programs, client expectations, and operational delivery needs
- Monitor contractor compliance through inspections, audits, assurance activities, and performance reviews to ensure adherence to project HSE requirements
- Facilitate collaboration and communication between contractors to manage overlapping activities, SIMOPS, high-risk work, and shared workplace hazards
- Provide strategic oversight of contractor onboarding, prequalification, mobilisation, and ongoing HSE performance management throughout the project lifecycle
- Minimum 10 years of HSE experience within construction projects
- Demonstrated experience working in large-scale EPCM project environments
- Strong understanding of site-based HSE management in complex industrial/mining settings
- Demonstrated experience managing multiple contractors across large or geographically dispersed project work fronts
- Strong knowledge of Principal Contractor responsibilities, contractor governance frameworks, and contractor assurance processes
- Proven ability to balance operational execution requirements with governance, compliance, and client expectations in high-risk project environments
- Proven track record in leading HSE teams and influencing senior stakeholders
- Solid knowledge of HSE regulations and standards in Australia
- Degree in Occupational Health & Safety, Engineering, Environmental Science or similar (or equivalent experience)
- Excellent communication and leadership skills with the ability to engage across all levels
