The opportunity
Downer’s Energy & Utilities – Growth Team is seeking an experienced Bid Manager to join our Power Projects team. Reporting to the Pre-Contracts Manager – Power Projects, this Brisbane-based role will lead the development and delivery of winning bids across our growing Queensland transmission pipeline.
This is a key position responsible for driving opportunities from early identification and shaping through to tender submission, negotiation, contract award, and operational handover. You will play a critical role in positioning Downer as a partner of choice within the power transmission sector, ensuring all submissions are compelling, compliant, and commercially robust.
What you’ll do
- Lead QLD Pipeline Management in collaboration with operational portfolio leads, ensuring alignment between strategy and delivery
- Drive bid strategy and development across transmission opportunities, from early engagement through to contract award
- Lead multidisciplinary tender teams, ensuring bids are planned, resourced, and executed in line with Downer’s business strategy
- Develop and manage tender plans, including governance, win themes, and bid execution strategies
- Ensure strong bid shaping, including effective go/no-go decisions and clear value propositions
- Manage internal governance and approvals, ensuring compliance with Downer standards (risk, cost, programme)
- Lead stakeholder engagement, including client communications, clarifications, negotiations, and post-tender presentations
- Support pipeline growth, identifying and developing new opportunities within the power transmission market

What we’re looking for
- Tertiary qualification in Engineering, Construction Management, Business, or similar (preferred)
- 5+ years’ experience in bid management or similar roles (operational/project background considered)
- Proven experience delivering complex bids (ECI, Construct Only, or D&C models)
- Strong understanding of the power transmission sector (highly desirable)
- Excellent communication, stakeholder management, and leadership skills
- Ability to manage multiple priorities and high-value opportunities in a fast-paced environment
Willingness to undertake occasional travel for site visits and client engagement
