About the role:
The Manager Asset Portfolio, Commercial and Infrastructure provides a key leadership role in the department's capital, infrastructure and asset portfolio.
The role is accountable for establishing asset management operational capabilities with a strong focus on providing technical and support and guidance on operational issues to the department's program areas and health services in a stewardship model.
Reporting to Director, Asset Planning and Management. The Manager, Asset Portfolio provides leadership on setting asset performance and maintenance standards, and incidents management and support. The role is also responsible for managing the property portfolio transactions including valuation cycles, lease renewals and land sales. The role is also responsible for providing.
The role will be also lead the development and planning of the asset portfolio renewal and replacement needs through liaising with multiple technical teams across the department ensuring informed and evidence-based approach.

About you:
Provide leadership and stewardship of the Department's asset portfolio, ensuring asset renewals and replacement investments drives value-for-money and align to government priorities and health system needs.
Manage procurement for asset planning and management initiatives, ensuring appropriate contracting models, risk allocation, probity and supplier performance management.
Manage the asset portfolio planning and minor capital investment prioritisation, enabling disciplined sequencing, trade-offs and affordability management within fiscal and system constraints.

Identifies the need to change; describes the reasons for the change and the risks of not changing; actively promotes and drives change using broad influencing skills to overcome barriers and gain support.

Draft and develop material including the preparation of Cabinet and Cabinet related material, Ministerial and Secretary briefings and meeting papers, agendas, minutes and reports.
Qualifications/Specialist Expertise

A tertiary qualification in engineering is mandatory

A high degree of understanding and technical knowledge of health infrastructure assets and systems.

Exceptional advisory, negotiation, communication and relationship building skills, with demonstrated capacity to work effectively within a politically sensitive context.

Knowledge and demonstrated applied experience of sound project and contract management principles.

Knowledge of strategic and tactical asset planning and management principles, including portfolio prioritisation and risk management methodologies.

Understanding of property portfolio transactions including leases, sales and operational property management issues
