Primary objective
Manage and review the development, implementation and continuous improvement of strategic policy, frameworks,
processes and initiatives that support integrated land use and infrastructure planning and facilitate coordinated land
development outcomes.
Context statement
Land Development is responsible for integrated infrastructure planning, securing infrastructure investment, and forecasting
the timing and sequencing of enabling infrastructure to support the release and development of land with respect to Crown
land and NT Planning Commission projects.
Key duties and responsibilities
1. Lead and manage key elements of strategic policy development, including the review, implementation and
continuous improvement of land development policies, frameworks, guidelines, processes and reform initiatives.
2. Provide high-quality policy analysis and research, and strategic policy and program development advice on relevant land
development and planning related matters.
3. Preparation of ministerial correspondence including Legislative Assembly and Estimate Committee briefs, funding
submissions and reports related to land development initiatives.
4. Develop and maintain effective working relationships across the Department, government agencies, industry and
external organisations to coordinate the delivery of strategic initiatives and facilitate the resolution of complex land
development matters.
5. Project manage consultant contracts across a number of related disciplines, in support of the provision of expert advice
to inform strategic land development objectives.
6. Provide secretariat and coordination support to committees and working groups established to progress strategic
projects and process improvement initiatives, including monitoring, reporting and implementation of agreed actions and
outcomes.
Selection criteria
Essential
1. Well-developed knowledge of land, development and planning principles and frameworks, including an understanding of
the interrelationship between strategic planning, infrastructure planning and land development delivery.
2. Demonstrated high level communication skills to convey technical and complex land and development matters and
support effective relationship management.
3. Proven ability to develop high-quality correspondence, policy, briefings and reports for a broad range of audiences.
4. Demonstrated project management skills and capacity to achieve desired outcomes within tight timeframes.
5. High level analytical skills and flexibility in problem solving in a complex environment with the ability to balance
commercial considerations, public policy issues, assess risks and develop practical and implementable solutions.
6. Demonstrated ability to effectively liaise with, negotiate, influence and coordinate multiple stakeholders, to achieve
desired outcomes.
Desirable
1. Tertiary qualifications in business, planning, law, or other relevant disciplines.
2. Sound knowledge of the Northern Territory’s economic, political and social issues impacting on land development.
