The Flood Restoration Portfolio (FRP) at Lismore City Council is delivering one of Australia’s largest local government infrastructure recovery programs. We are looking for a motivated Health, Safety & Environment Advisor to partner with project teams and contractors to ensure work is delivered safely, responsibly and in line with legislative and Council requirements.
Reporting to the FRP Safety Manager, you’ll provide practical advice, coaching and support across a diverse portfolio of civil infrastructure projects, helping create a positive safety culture while protecting our people, contractors, community and environment
What we trust you to deliver
Working closely with Safety Manager/Advisor, Environmental Officer, Site Coordinators, contractors and Council stakeholders, you will:
- Provide day-to-day WHS and environmental advice across project sites.
- Conduct site inspections, audits and workplace observations.
- Assist with risk assessments, Safe Work Method Statements and project safety planning.
- Investigate incidents, hazards and near misses and support corrective actions.
- Monitor contractor compliance with safety and environmental requirements.
- Coach leaders and project teams to continually improve safety performance.
- Support environmental management including erosion, sediment control and environmental compliance.
- Maintain accurate HSE records and reporting.
- Assist with emergency preparedness and response planning.
- Promote continuous improvement and a positive safety culture across the Portfolio.
- Delivery Toolbox and inductions.
- Actively review and maintain procedures and processes to deliver continuous improvement.
- Manage various matters in an environment of conflicting priorities, including conducting safety audits.
About You
You are a practical safety professional who enjoys building relationships and working alongside operational teams. You communicate well, are solutions focused and are passionate about improving workplace safety.
You’ll ideally bring:
- Minimum certificate 4 in OH&S management; ideally, a Diploma-level qualification in a relevant safety discipline.
- TAE40122 - Certificate in Training and Assessment.
- Experience within construction, civil infrastructure, utilities or local government.
- Sound understanding of NSW WHS legislation and environmental obligations.
- Experience conducting inspections, audits and incident investigations.
- Strong communication and stakeholder engagement skills.
- Ability to influence safe behaviours and build positive working relationships.
- Current Class C Driver Licence.
- Strong experience in a similar site-based construction and Local Government role.
- Strong Safety Commitment - Be proactive and aware of your own safety and that of others.
- Robust understanding of the WHS Act and Regulations and Safe Work NSW.

- Term Contract: contracted hours of work 35 hours a week/70 hours a fortnight up to 31 December 2027.
