About the role:
This is an exciting opportunity to join the Continuous Improvement, Uplift & Technology (CIUT) within Victoria Police and contribute to the delivery of critical technology and business transformation projects that enable Victoria Police to keep the Victorian community safe.
The Digital Delivery and Transformation Division (DDTD) within CIUT provides a dedicated program and project management service to lead and manage the delivery of technology and digital solutions that support Victoria Police's strategic objectives and enable its mission to keep members, employees, and the community safe.
We are seeking a number of experienced VPS6 Senior Project Managers to lead the delivery of high priority, high value, and complex projects across a range of technology and operational initiatives. Working within a structured project and program governance environment, our VPS6 Senior Project Managers provide leadership across the full project lifecycle, from initiation and planning through to implementation and transition to business-as-usual operations.
Operating within hybrid delivery environments, our VPS6 Senior Project Managers have the ability to balance disciplined project governance, planning, and assurance practices with agile approaches to solution design, development, testing, and deployment. They lead multidisciplinary teams and work closely with business stakeholders, technology teams, vendors, and agency partners to deliver strategic outcomes. In addition to delivering projects, these roles contribute to the continuous improvement of delivery practices, governance frameworks, and project management capability across the organisation.

Your duties will include:
Working across a range of projects, you will lead teams and stakeholders to deliver project outcomes from initiation through to implementation and transition.

Lead the end-to-end delivery of complex projects and transformation initiatives, ensuring agreed scope, timelines, budget, quality, and business outcomes are achieved.

Develop and manage project plans, schedules, resources and delivery milestones, ensuring alignment across project activities and stakeholders.

Apply appropriate project management approaches, effectively integrating traditional project governance, planning, assurance and reporting disciplines with agile delivery practices to achieve successful outcomes.

Establish and m aintain effective project governance, reporting and controls in line with Victoria Police and Victorian Government requirements.

Lead multidisciplinary project teams, fostering accountability, collaboration, and high performance.

Manage project budgets, financial forecasts, procurement activities, and vendor engagements to ensure value-for-money outcomes.

Proactively Identify, assess and manage project risks, issues and dependencies, escalating matters where appropriate and implementing mitigation strategies.

Coordinate business readiness activities, including organisational change, communications, training, testing, deployment, and transition planning.

Drive delivery momentum through proactive leadership, removing barriers, managing dependencies, and facilitating timely decision-making to ensure project objectives are achieved.

Support the development and continuous improvement of project management practices, governance frameworks, templates, and tools.
About You:
The successful candidate will ideally have the following skills and experience:

Demonstrated experience delivering complex technology, business, or transformation projects in government, highly regulated, or similarly large and complex organisations.

Demonstrated experience delivering initiatives within hybrid environments, balancing structured project governance with agile delivery methodologies.

Strong understanding of project governance, planning, financial management, assurance, and benefits realisation practices.

Demonstrated ability to proactively identify, manage, and resolve project risks, issues, dependencies, and assumptions, exercising sound judgement and timely escalation to maintain delivery momentum and achieve project outcomes.

Experience leading multidisciplinary teams and delivery partners, including procurement activities, contract management, vendor management, and supplier performance oversight.

Proven ability to build productive relationships and influence stakeholders across business, technology, and executive functions.

Demonstrated ability to successfully navigate ambiguity, organisational complexity, competing priorities, and interdependent delivery streams.

Experience delivering technology-enabled business change, including business readiness, organisational change, training, transition, and adoption activities.

Excellent written and verbal communication skills, including preparation of executive-level reports , briefings, and governance artefacts.

Relevant tertiary qualifications in business, information technology, project management, or a related discipline; recognised project management and/or agile delivery certifications highly regarded.

Four (4) x full-time, fixed-term positions are available: two (2) for a period of 24 months and two (2) for a period of 12 months from the commencement date.

These positions are located at Victoria Police Centre, 311 Spencer Street, Docklands.

The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
