The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Information Management and Technology Division (IMTD) provides secure, reliable and integrated information and technology platforms, systems, and services that transform education environments, and enable a great education for every child and young person.
IMTD aims to:
- advance technology design to transform education outcomes and deliver meaningful improvements
- ensure technology is intuitive, helping corporate teams, early childhood and schools to work more efficiently and focus on their goals
- work to processes that are integrated and decisions are informed by reliable data and customer insights
- deliver platforms, systems and services that support long-term sustainable growth.
IMTD is responsible for supporting one of the largest technology networks in Victoria and leading the department's technology, digital capability, business systems, and digital transformation. This network consists of Schools, Corporate and Early Childhood Education (ECE) including a school user base of more than 1500 Government schools, 50,000 teachers and 650,000 students.
IMTD provides leadership in the transformation and management of the Department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS), and software (SaaS), using agile practices with a focus on user experience, security, and integration.
Corporate Digital Services branch consists of four teams with operational responsibility for a number of core systems and platforms within the Department. The branch is also the front door for Corporate stakeholders to requests technology solutions to help resolve business problems. We work closely with our stakeholder to understand the business challenges they are encountering and aim to provide viable technology solution options.
About the Role
The Business Architect will be responsible for designing and implementing technology solutions that align with our strategic objectives and meet the business requirements of our corporate facing customers.
The Business Architect provides strategic architecture leadership to ensure business capabilities, operating models, and investments are aligned with the department's objectives and priorities. The role supports portfolio and program planning through business capability modelling, current and target state definition, and identifying transformation opportunities. It plays a key role in shaping investment roadmaps, informing change programs, and supporting effective alignment between strategy, business operations, and technology initiatives across the department.
Attributes
- Lead the development and maintenance of business architecture artefacts, including capability maps, operating models, value streams, and future state designs
- Analyse current business capabilities, processes, and structures to identify gaps, duplication, risks, and improvement opportunities
- Translate strategic priorities and policy objectives into business architecture roadmaps and transformation initiatives
- Provide business architecture advice to projects, programs, and reform initiatives to support alignment with departmental strategy
- Facilitate stakeholder engagement and workshops to build shared understanding of current and target state business design
- Support the development of business cases, options analysis, and transition planning for strategic change initiatives
- Contribute to governance, assurance, and decision-making processes by preparing clear recommendations and supporting documentation
- Work collaboratively across business and technology teams to support integrated organisational design and service improvement
- Promote business architecture methods, standards, and continuous improvement across the organisation
Desirable Qualifications and Experience
- Tertiary qualification in Business, Information Systems, Policy Administration, or related field
- Demonstrated experience in business architecture, enterprise planning, or organisational design
- Familiarity with frameworks such as TOGAF or related enterprise architecture methodologies
- Experienced working with executives, business operational leaders, technical specialists
- Experience in public sector or education environment is desirable
