The Department of Justice and Community Safety is seeking a Contract Manager, Justice Transport Services to provide a critical role within the Contracts and Infrastructure branch.
About the Business Unit
The Contracts and Infrastructure Branch are responsible for contract management, commercial oversight and advisory services, as well as the effective management and maintenance of all Corrections and Justice Services' prison and related infrastructure. This includes:

The management and oversight of major contracts including those for private prisons.

Representing the Corrections and Justice Services' interests on infrastructure and construction projects to ensure the best possible outcome for stakeholders and commercial partners.

The development and implementation of all required systems, processes and policies to sustain this diverse asset portfolio.
About the Role
The Contract Manager provides leadership with a strong focus on driving innovation and continuous improvement and ensures the State receives value for money for contracted services through the delivery of best practice contract administration and contemporary approaches to commercial management. The role will manage a team of contract management professionals and be responsible for the management of the Justice Transport Services contract that provides secure statewide transport services for persons in custody across police cells, courts, prisons, youth justice precincts, and hospitals. Leadership and management over other private prison contracts may also be required.
The role will involve regular travel to prison locations and other sites where contracted services are being delivered and may require overnight travel.
Some of your duties will include:

Lead the contract management function within the team, including managing the contractor relationship relating to operational, financial, and contractual risks and issues that may emerge.

Develop and present authoritative written documentation and reports on contractual and operational issues to senior management, including the Commissioner, Secretary and Ministers.

Drive and implement contract initiatives including undertaking commercial negotiations for required service changes and leading procurement activities, driving value for money and operational excellence.

About you
To be successful in this role, you will have:

Demonstrated experience in the management of complex service contracts and the ability to prepare comprehensive reports including commercial and contractual analysis.

Extensive experience in contract administration and comprehensive understanding of Public Private Partnerships, together with high level skills in the provision of commercial advice for major contracts and negotiation skills.

There are no mandatory qualifications for this role, however qualifications in contract administration, procurement and/or Correctional experience would be desirable.
