Primary objective
Lead the provision of high-quality secretariat and executive services to the Department of Education and Training including
coordination of responses to correspondence addressed to the Office of the Chief Executive and the Minister for Education
and Training.
Context statement
Secretariat provides coordination, support, quality assurance, and professional learning to ensure effective communication
between the department and the Minister for Education and Training office, Cabinet office, other agencies, and ministerial
councils. This dynamic team has a strong customer service focus and manages competing deadlines.
Key duties and responsibilities
1. Provide strategic direction, lead and manage staff, develop networks to ensure effective processes, structures and
practices that enable timely, quality services and advice to stakeholders.
2. Build and maintain high level collaborative networks and relationships with senior departmental officers, minister’s office
and other government agency staff, as well as external stakeholders.
3. Lead strategies to build capacity across the agency in relation to secretariat matters.
4. Lead the development, implementation and monitoring of robust information management and communications between
stakeholders, strategically and whilst meeting reporting guidelines.
5. Manage the coordination, support, quality assurance and approval of Chief Executive correspondence.
6. Manage the coordination, support, quality assurance and approval of timely briefings and responses for Minister for
Education and Training, Cabinet office, other agencies and ministerial councils.
Selection criteria
Essential
1. Demonstrated ability to lead the development and coordination of high-level advice to a range of stakeholders, discern
sensitive issues, exercise sound judgement, and maintain confidentiality at all times.
2. Demonstrated team leadership and management skills, with the ability to effectively negotiate issues of performance and
service delivery, as well as lead the delivery and monitoring of accurate system-based information management.
3. Lead strategies to build capacity across the agency in relation to ministerial and departmental liaison matters.
4. High level organisational skills, including the ability to work under pressure, meet tight deadlines, and manage competing
and changing priorities.
5. High level written communication and interpersonal skills, including the ability to communicate with influence, negotiate
and resolve conflict, and prepare Ministerial and Chief Executive briefings, speeches, statements, and submissions.
6. High level awareness and ability to manage and interpret local and national policy, legislative issues and developments,
Parliamentary protocols, and other adhoc requirements in a political environment.
Desirable
1. Sound knowledge of the structure and workings of Government and understanding of public administration, government
and political processes.
