In this role, you'll:
Reporting to the Executive Director, Program Management and Enablement, The Director Program Enablement and Services will provide strategic leadership across the end-to-end management of grant programs and PIP customer-facing safety initiatives, ensuring they are executed with precision, integrity, and measurable impact while meeting enterprise compliance obligations.
As a key member of the leadership team, you will partner closely with service and delivery teams to drive strong program governance, oversee milestone tracking, manage risk, and maintain robust financial controls. Leading a high performing team, you will be accountable for the effective administration of grants, strengthening portfolio performance, and uplifting program outcomes through structured management disciplines, transparent reporting, and a continuous improvement mindset.
You will play a pivotal role in operationalising the Program Management Framework and OneGMS, embedding best-practice project, program, and portfolio management and equipping teams with the tools, guidance, and controls needed to deliver on Transport’s strategic objectives.
You will be working collaboratively with teams in Transport and local councils to oversee the awarding of grant funding and manage the full lifecycle of funded infrastructure and safety projects—ensuring delivery within scope, on time, within budget, and in full compliance—while enabling consistent, efficient, and high-impact outcomes through streamlined processes, strong governance, and disciplined program execution.
Key accountabilities include:
- Lead the Divisional PMO, driving governance, controls, and standardised processes across PIP programs to enhance transparency, accountability, and performance.
- Establish and embed best-practice frameworks, tools, and methodologies, leveraging enterprise systems to improve consistency, efficiency, and scalable program delivery.
- Oversee the Grant Centre of Excellence, strengthening program, project, and portfolio management to maximise investment outcomes and uplift delivery capability.
- Drive the operationalisation of the Program Management Framework and OneGMS, enabling data-driven decision-making, streamlined processes, and effective lifecycle management.
- Ensure excellence in grants administration and compliance by partnering with delivery teams, facilitating program initiation, and maintaining robust financial, governance, and regulatory controls to safeguard public investment.

About you
You will embed a consistent and effective program and portfolio management framework across a diverse range of projects and delivery teams, balancing the need for strong governance with the flexibility required to enable successful outcomes. You will ensure compliance with complex grant funding requirements and regulatory obligations while maintaining a focus on efficient, outcome-driven program execution.
A key aspect of your leadership will be driving both cultural and operational uplift—enhancing grants administration capability, influencing stakeholders, and embedding best-practice approaches in a fast-paced and evolving environment. Operating with a high degree of autonomy, you will oversee the management and delivery of the function, allocate work across the team, and act as the escalation point for complex or sensitive issues, while ensuring stakeholders are kept informed through regular updates on priorities, risks, and performance.
You will foster a collaborative team environment, promoting knowledge sharing and collective accountability to achieve outcomes. Accountable for the quality and integrity of advice provided, you will establish and refine frameworks, policies, and procedures to strengthen operational efficiency across the agency, while determining strategic priorities in consultation with leadership and appropriately escalating legislative, political, or high-impact matters requiring higher authority.
