About the role:
Victoria Police is seeking to recruit an experienced Chief Procurement Officer to lead the Procurement Division within Financial Services. Reporting to the Director, Operational Finance, the Chief Procurement Officer provides enterprise leadership for procurement, strategic sourcing and contract management aligned with Victoria Police's strategic priorities and operational needs. The role partners closely with internal leaders and key government stakeholders to deliver procurement outcomes that support financial sustainability, operational performance and public value.
This is an integral leadership role with responsibility for the day-to-day management of a high-performing procurement function and the delivery of strategic procurement reform. The successful candidate will bring demonstrated experience leading teams, building strong stakeholder relationships, and driving continuous improvement in a complex, fast-paced environment.

Your duties will include:
- Lead the day-to-day delivery of procurement, contract and supplier management activities, ensuring work is prioritised, risks are managed and commitments are met.

Provide strategic and operational advice to executives and internal stakeholders on procurement approaches, market options and contract performance.

Oversee end-to-end sourcing activities, including planning, documentation, evaluation, negotiation and contract award recommendations.

Maintain strong procurement governance, ensuring processes and decisions are well documented and align with applicable legislation, policy and probity requirements.

Lead supplier relationship and performance management, including issue resolution, service reviews and continuous improvement initiatives.

Manage and develop a high-performing team by setting clear expectations, coaching staff, and fostering a safe, inclusive and respectful workplace.

Monitor and report on procurement activity, savings, contract performance and key risks, using insights to improve planning and service delivery.
About You:
The successful candidate will ideally have the following skills and experience:

Demonstrated commercial acumen, including experience developing and negotiating complex contracts and delivering outcomes in the best interests of the organisation.

Demonstrated senior leadership experience in procurement, strategic sourcing and contract management within a complex or ganisation, with accountability for delivering measurable outcomes.

Proven ability to provide high-quality advice to executives and stakeholders, and to influence decision-making through clear, evidence-based recommendations.

Proven experience delivering procurement reform and continuous improvement, including streamlining processes, strengthening governance, and building capability across the organisation.

Strong governance and risk management capability, including experience leading fair, transparent procurement processes with appropriate documentation and probity controls.

Experience leading supplier relationship and performance management, including resolving issues and improving service outcomes.

Strong data and reporting capability, including developing analytics and business intelligence to improve visibility of procurement activity, performance monitoring and decision-making.

Well-developed people leadership skills, including experience building capability, supporting wellbeing, and driving continuous improvement.

This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.

The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
