ABOUT THE BRANCH & TEAM
The Parliamentary, Governance and Strategy (PGS) Branch provides an integral link to the parliament, our portfolio ministers and departmental executive. The branch delivers advice and support to enable our ministers, the department and portfolio agencies to fulfil their responsibilities, including to the parliament.
The branch also delivers secretariat support to Finance’s governance committees and coordinates implementation of the Enhanced Commonwealth Performance Framework which includes preparation of Finance’s corporate plan and annual report. It supports the advancement of Australia’s international strategic, security and economic interests with counterpart agencies in the Indonesian Ministry of Finance and the PNG Department of Finance and can provide advice and support to areas of the department hosting visiting foreign delegations.
The Parliamentary Liaison and Coordination team is responsible for a range of activities including delivery of the following services:

Cabinet liaison

Parliamentary workflow, including management of the department’s PDMS tenant

Home department support, through the provision services associated with the daily operation of the portfolio’s ministerial offices

Senate Estimates
-

Parliamentary Liaison Officers play a critical role in supporting parliamentary activities for departments and portfolio ministers’ offices. Services include management of ministerial documents, coordination of departmental appearances at senate estimates and committee hearings, provision of home department support for our ministerial offices and management of PDMS.
Cabinet liaison positions play a critical role in supporting the day to day coordination of cabinet related business across the department. You will be responsible for coordinating cabinet submissions, ensuring compliance with whole-of-government requirements, and supporting the Secretary, executive, and ministers in meeting their cabinet obligations.
ABOUT THE OPPORTUNITY
We are looking for high performing, client service focused officers at the APS5 or APS6 level (based on core capabilities of applicants) to provide high-quality parliamentary and coordination support to our ministers’ offices and across the portfolio.
These positions operate in a team environment and will be given appropriate support. Knowledge of parliamentary and cabinet processes is not essential as training will be provided, however, an ability to quickly gain this knowledge is necessary.
This process may establish a merit pool and used to fill similar vacancies.
Parliamentary Liaison Officer.
Key duties include:
- Providing support, advice and assistance to departmental officers and external agencies for routine PDMS-related matters, including workflow and quality assurance

Assisting with the portfolio’s question time brief process during parliamentary sitting periods

Assisting the coordination of senate estimates activities including facilitating the preparation of briefings, supporting executive appearing at the hearings and drafting responses to questions on notice

Other required tasks associated with the responsibilities of the team.
Cabinet Liaison Officer
Key duties include:
- Coordinating the processing and distribution of cabinet and cabinet committee documents within the department and to portfolio agencies.

Lodging departmental cabinet submissions, memoranda, departmental comments and ensure all are provided in a timely manner and meet cabinet requirements.

Maintaining effective internal and external working relationships including with departmental line areas, Cabinet Division, and the CLO network.

Maintaining robust tracking of cabinet documents within the department and manage departmental cabinet documents in a secure and appropriate manner and in accordance with the Cabinet Handbook and departmental and information security protocol.

Other required tasks associated with the responsibilities of the team.
In recognition of the requirement for regular out of hours and weekend work, this role attracts an additional CLO allowance of $21,573 (annually), outlined in Finance’s Enterprise Agreement 2024-27
