About the Role:
We are seeking a Development Manager, Location –Blackburn, VIC for a Full-Time Permanent opportunity.
Purpose of the Role:
The Development Manager leads the planning and delivery of development and capital works projects across the State, ensuring projects are completed safely, on time, within budget, and aligned with The Salvation Army’s mission and strategic objectives. The role partners with internal stakeholders, government authorities, and external providers to deliver property solutions that meet operational needs and drive sustainable portfolio outcomes.
Key Roles and Responsibilities:
Project Delivery
Manage a portfolio of development projects, including subdivisions, refurbishments, upgrades, extensions, and new builds.
Develop and oversee project plans, ensuring resources, budgets, timelines, and risks are effectively managed.
Deliver projects from concept to completion, tracking financial performance and commercial outcomes while maintaining high professional standards.
Technical
Prepare project briefs that balance customer requirements, compliance obligations, and commercial constraints to achieve fit-for-purpose outcomes.
Manage project delivery activities, including procurement, tendering, contracts, risk management, WHS compliance, budgets, and reporting.
Drive continuous improvement through stakeholder engagement, project evaluation, lessons learned, and performance tracking against key project measures.
Stakeholder Engagement
Engage with communities, planning authorities, and key stakeholders to secure approvals and support project outcomes.
Partner with leaders and operational stakeholders to align projects with the Property Strategy Plan and organisational priorities.
Build and maintain strong relationships with senior leaders, consultants, and contractors to ensure successful project delivery.
Skills Required:
Minimum 3 years’ experience in a Development Manager, Assistant Development Manager, or Project Manager role.
Proven experience managing end-to-end development projects, from feasibility and planning through to delivery and post-occupancy review.
Demonstrated success delivering commercial and financial outcomes on time and within approved budgets.
Strong capability in negotiating contracts, planning approvals, and other key commercial agreements.
Advanced proficiency in MS Project, Excel, and/or Estate Master, with the ability to develop financial models, forecasts, and detailed project programs.
