Your role
As the Senior Program Officer, you will deliver a range of functions related to the delivery of construction (capital works) for Teacher and Police Housing. These functions may include refurbishment, security hardening programs and preventative maintenance projects across a rural and remote portfolio in NSW.
Reporting to the Senior Manager, Building Services you will manage projects across the full project lifecycle, including planning, procurement, governance, stakeholder engagement, risk management and project delivery.
You will work collaboratively with government agencies, consultants, contractors and community stakeholders to deliver quality housing outcomes that align with Homes NSW strategic priorities.
You will have a strong background in construction project management, running a procurement process and managing budgets and programs for multiple projects.
What you’ll do
As a Senior Program Manager, you will lead the delivery of residential development projects from planning and procurement through to completion, ensuring outcomes are achieved within agreed timeframes, budgets and quality standards.
You will manage project risks and governance processes, provide advice and reporting to senior stakeholders, and build productive relationships with government agencies, consultants, contractors and community stakeholders.
Working across a diverse portfolio of projects, you will apply strong project management, commercial and stakeholder engagement skills to deliver housing and renewal outcomes that support the strategic objectives of Homes NSW.
The responsibilities of this role will include, but will not be limited to:
Manage the delivery of construction, security, maintenance and refurbishment projects in rural communities for the Teacher Housing Authority as a client‑side project manager.
Lead and oversee external consultants and contractors, providing expert advice to support informed decision‑making and successful project outcomes.
Procurement and contract administration, in line with the NSW Procurement Policy Framework, with experience in managing both MW21 and GC21 contracts.
Independently program‑manage multiple work packages across a portfolio, including budget, schedule and quality control, stakeholder coordination, reporting, MS Project management, and presentations to steering committees and the Board.
Ensure all scoping, tendering, contract award, defect and completion processes comply with government procurement requirements, and prepare approvals and governance documentation including briefing notes, Minister’s notes, board papers and financial documentation.
Maintain project records, databases and property condition data, manage defect liability periods, documentation handover and site meetings, and provide ongoing advice to support effective property maintenance, including regional travel as required.
What we’re looking for
To be successful in this position, the ideal candidate will have:
Experience managing projects through the full lifecycle, including planning, procurement, governance, delivery and close-out.
Strong project management skills, with the ability to manage risks, budgets, timelines and competing priorities to achieve quality outcomes.
Well-developed stakeholder engagement and relationship management skills, with the ability to work effectively across government, industry and community stakeholders.
Excellent communication skills, including the ability to prepare high-quality reports, briefings and project documentation, and present complex information clearly to diverse audiences.
Sound knowledge of property maintenance, construction and project delivery principles, including governance, procurement, contractual administration, compliance and risk management frameworks.
The ability to plan, document, prioritise and adapt in a fast-paced environment while maintaining a focus on delivering strategic outcomes.
Relevant tertiary qualifications in construction management, facilities management or a related discipline.
The role will involve regional travel at short notice, including overnight travel, as required by the business and/or directed.
Completion of or willing to complete 11084NAT Asbestos Awareness course.
Be in possession of a valid NSW Driver’s Licence – Class C.
Be in possession of a valid NSW White Card.
Current First Aid certification (including modules HLTAID009 Provide cardiopulmonary. resuscitation, HLTAID010 Provide basic emergency life support and HLTAID011 Provide First Aid).
Proven experience in the construction industry, with strong people management and coordination skills.
High-level written and verbal communication skills.
