We are seeking a skilled Asset Investment and Renewal Officer to join our team and contribute to the planning, delivery, and optimisation of capital works programs across our Victorian housing portfolio.
This is a specialist role where working from our Blackburn and Queens Rd offices, you will manage capital works projects, analyse asset performance, and support investment decisions that improve asset quality, compliance, and long-term sustainability.
Working closely with internal stakeholders and external contractors, you will play a key role in being hands on to ensure works are delivered efficiently, safely, and with minimal impact to residents.

You are technically capable, practical and a proactive professional who thrives in a project-based environment. You bring strong analytical skills, stakeholder engagement capability, and a practical understanding of construction and asset management.
What You’ll Do
Reporting to the State Asset and Facilities Manager, the Asset Investment and Renewal Officer plays a key role in supporting annual and long-term capital works and asset renewal programs across CHL’s Victorian portfolio. You will coordinate refurbishment, upgrade and replacement works, contribute to procurement and tender activities, support defect management and use asset data to inform investment and renewal priorities.
Day to Day - You Will:

Manage and monitor capital works projects (upgrades, renewals, refurbishments) to ensure delivery on time and within budget across CHL’s Victorian portfolio

Conduct site visits and oversee contractor performance and quality of work

Analyse asset condition, performance and financial data to inform planning and priorities

Contribute to capital planning and lifecycle forecasting for the asset portfolio

Coordinate with internal teams to schedule and deliver works with minimal tenant disruption

Liaise with contractors, consultants and suppliers to ensure project progress and compliance

Support procurement and tender processes, including reviewing scopes and evaluating submissions

Track and report on program performance, budgets and outcomes

Provide technical advice, resolve complex asset issues, and support compliance and risk management
What You’ll Bring
-
Tertiary qualifications in Asset Management, Construction, Project Management or a related field
- Minimum three years’ construction industry experience, ideally client-side or contractor-side.

Experience managing capital works or construction projects

Strong knowledge of building codes, compliance and construction methodologies

Demonstrated ability to analyse data and support informed decision making

Experience working with contractors and managing project delivery

Sound financial management experience and budgeting awareness

Strong stakeholder management skills, with confidence working across internal teams, contractors and consultants

Good analytical skills, excel capability and a commitment to CHL’s values and safe work practices
