About Victorian Catholic Education Authority (VCEA)
VCEA is the peak body for Catholic education in Victoria. The former Catholic Education Commission of Victoria (CECV)
was established in 1973 by the Archbishop of Melbourne and the Bishops of the Ballarat, Sale, and Sandhurst dioceses,
it was incorporated in 2006. Following a review of the CECV the renewed peak body VCEA was established in 2023 and
acts as the voice of Catholic education in state and national matters.

VCEA receives and distributes funding from state and federal governments for Catholic schools, provides strategic
leadership and planning, and represents and advocates for Catholic education. It is responsible for sector leadership in
education integrity and governance and has a Memorandum of Understanding to act as a Review Body for Catholic
schools with the Victorian Registration and Qualifications Authority (VRQA). As a Review Body, VCEA supports, reviews,
and monitors the compliance of Catholic schools with all registration, reporting and other requirements under relevant
laws. VCEA also undertakes initiatives to improve the statewide performance of Catholic schools.

About the role
VCEA provides a number of services and undertakes various functions for Catholic school proprietors and Catholic schools
in Victoria, working in close collaboration with proprietors. The services and functions are set out in VCEA’s Constitution.

This position offers an exciting opportunity to make a significant impact on the compliance landscape within Victorian
Catholic schools committed to high standards of education and child safety. This role helps ensure that Victorian Catholic
schools and school boarding premises have good governance, strong financial management, effective curriculum, sound
teaching practices and safe environments for children.

The role provides assurance over compliance with the minimum standards for school and school boarding premises
registration, which includes a focus on governance and not-for-profit requirements, including those that support child
safety, and their effective implementation in practice.

The role is part of the Integrity and Assurance team with a culture of responsiveness, service delivery and accountability.
Responsibilities include assessment of compliance with minimum standards, moderation, assurance, promotion of
compliance standards. It requires the ability to provide clear, evidence-based advice on governance practices and strong
collaboration and engagement with proprietors including meetings with Board Chairs and executive leadership.

Key responsibilities of the role
School Review Program
• Assess and review compliance with governance and not-for-profit requirements across Catholic school proprietors

to ensure they meet the minimum and child safe standards for school and boarding premises registration.

Undertake desktop assessments of governance arrangements, frameworks and supporting documentation.

• Conduct targeted engagement with proprietors, including Boards and school leadership to validate governance

practices.

Moderate assessments to ensure consistency and quality of findings against requirements.

• Contribute to the ongoing development and refinement of the governance and not for profit assurance approach.
Professional Development
• Maintain professional and technical knowledge relevant to governance, regulatory and not-for-profit requirements

through training, consultation and professional networks.

Contribute to the development of guidance materials and the delivery of training to support improved governance

practices across the sector.

Stakeholder Management & Communication
• Build and maintain effective relationships with key stakeholders, including proprietor Boards, Chairs and senior

executives.

Provide clear, concise and evidence-based advice on governance matters.

• Facilitate constructive engagement with stakeholders to support improvement in governance practices
Compliance and Reporting
• Maintain accurate records and information systems to assist in ensuring the integrity and accuracy of the

compliance documentation for monitoring and reporting purposes.

Prepare briefings, reports and papers on governance assurance matters for executive, Board and committee

consideration.

Analyse trends and identify systemic governance risks and improvement opportunities.
Promote a culture of continuous improvement by analysing trends and identify systemic governance risks and

Key selection criteria
• Extensive knowledge of, or the ability to develop a good working knowledge of the Education and Training Reform

Act 2006, Education and Training Reform Regulations 2017, and minimum standards for school and school boarding
premises registration.

Demonstrated knowledge of, or ability to develop knowledge of, governance and not-for-profit requirements,

including governance minimum standards and regulatory expectations applicable to Catholic education.

Proven ability and experience in assessing governance compliance against legislative and regulatory requirements

and against consistent set of criteria.

Excellent attention to detail with experience in establishing project plans, tracking processes and delivering

outcomes within tight timelines.

Strong analytical capability to assess governance arrangements and identify risks and improvement opportunities.
Strong verbal and written communication skills and ability to provide considered and actionable feedback to

proprietors and schools and prepare formal reports to a high standard.

Highly developed interpersonal and stakeholder engagement skills, including experience working with executive

leadership and boards.

Ability to represent VCEA professionally and in accordance with our mission and values.

Skills, qualifications, and pre-requisites
Previous Three (3) years or more experience in educational administration, law, audit, compliance, risk or

Experience in auditing against regulatory requirements across other industries would be highly
regarded.

Qualifications Appropriate tertiary qualifications in legal, risk, audit or other related field.

Other requirements An understanding of and commitment to the safety, wellbeing, and protection of children,
requiring that you:

a. Must hold and maintain a current Victorian Working with Children Check or be
eligible to receive same upon joining the organization.

b. Must also undergo and receive a clear National Criminal History Check (NCHC)
upon employment and during your employment with VCEA. All employees are
required not to have been charged with, nor found guilty of any offence which
would be incompatible with employment with VCEA.

Must Hold and maintain a valid Victorian driver’s license, access to a reliable car and be willing
to travel to schools in metropolitan and regional Victoria.
