Primary objective
Provide procurement policy advice and services to NT Government agencies on the Procurement Framework across the
planning, sourcing and contract management stages of the procurement lifecycle, and assist with the development,
maintenance and implementation of whole of government procurement policies and strategies.
Context statement
As this role provides advice and improvement in policy relative to procurement, a strong operational knowledge of
procurement and/or public policy is recommended.
Key duties and responsibilities
1. Implement and maintain NT Government’s procurement policies and strategies, including small improvement activities,
and provide input into the development of whole of government policies and strategies.
2. Provide advice, guidance and training on government procurement policies and associated legislation with a focus on
increasing capability across the NT Government.
3. Conduct reviews and risk assessments of agency requests to use non-standard conditions of contract.
4. Identify and implement service and quality improvement initiatives with the unit.
5. Work collaboratively and constructively with agency staff to achieve effective and efficient procurement processes and
outcomes and increase awareness and understanding of procurement policies.
6. Deliver flexible, accountable and quality outcomes.
Selection criteria
Essential
1. Demonstrated experience in researching, interpreting, applying and providing advice on policy and legislation in a
complex operating environment.
2. Experience contributing to the development of whole-of-organisation strategies or initiatives.
3. Demonstrated ability to identify and implement continuous improvement initiatives in policy or operational frameworks.
4. Well-developed relationship management skills including the ability to develop and manage strong collaborative
partnerships with a diverse range of stakeholders, including government and non-government stakeholders and the
broader community in a complex and politically sensitive environment.
5. Demonstrated ability to improve service delivery and quality outcomes in a team environment.
6. Demonstrated high level written and oral communication skills including experience in preparing reports, briefs and
policy documents.
7. Strong attention to detail and ability to manage multiple priorities under tight timeframes
8. Demonstrated high level of computer literacy and the ability to use a range of software packages and systems.
Desirable
1. Tertiary qualifications relevant to the position.
2. Knowledge of the Northern Territory Procurement Framework.
