About the role:
Reporting to the Director, AOD Programs and Performance, the Principal Aboriginal Services Advisor provides strategic leadership and expert advice to strengthen culturally safe, self-determined and evidence-based alcohol and other drugs (AOD) policy, reform and program responses for Aboriginal communities in Victoria. The role leads work that supports improved access, equity and outcomes for Aboriginal people, families and communities, and helps embed Aboriginal self-determination, cultural safety and community voice across AOD work.
The role works across the AOD Programs and Perfromance Unit and AOD broader branch, and in partnership with Aboriginal community controlled organisations, service providers, people with lived and living experience, and other stakeholders to shape initiatives that are responsive to community need. This includes contributing to implementation of Victoria's AOD reform agenda and supporting approaches that improve service accessibility, quality, cultural responsiveness and coordination across prevention, harm reduction, treatment responses.

Can you demonstrate the following?

Develops policy frameworks within area of expertise or responsibility based on defined organisational priorities

Purpose of communication may be to resolve complex issues through a process of consultation and negotiation

Uses knowledge of structures, processes and culture of government, the sector and the Department to develop policies and new program or project initiatives

Draft and develop material including the preparation of Cabinet and Cabinet related material, Ministerial and Secretary briefings and meeting papers, agendas, minutes and reports.

Subject matter expert that conceptualises, initiates, implements, promotes and evaluates complex and innovative technical programs

Manages an area with significant budget, staff responsibilities or strategic importance
Qaulifications / Specialist Expertise

A tertiary qualification in fields related to Aboriginal health, public policy, community engagement, mental health or associated areas would be highly desirable.

A comprehensive knowledge and understanding of Aboriginal culture, Aboriginal community needs in contemporary society and the ability to communicate sensitively and effectively with Aboriginal organisations and people would be expected.
