The opportunity we have available
The Triple Zero Custodian (the Custodian) oversees and promotes continuous improvement of the Triple Zero ecosystem. A key function of the Custodian is to ensure that all parts of the Triple Zero ecosystem are connected and coordinated, particularly in times of crisis. The Custodian ensures the efficiency and effectiveness of the regulatory system and coordinates a collaborative approach across the ecosystem.
The Custodian works closely with the Australian Communications and Media Authority, telecommunication companies, state and territory governments, emergency service organisations and other key stakeholders. It aims to increase transparency in the system, including through community awareness.
The Triple Zero Custodian was established in October 2025. This Division comprises two branches working collaboratively to deliver on the Custodian's work program.
What you will do
As an APS6 Senior Officer in the Custodian Implementation Branch, you will play a pivotal role in building and enhancing the Triple Zero Custodian’s coordination across the Triple Zero ecosystem, particularly in times of crisis, and support continuous improvement, transparency and community awareness. You will work closely with key stakeholders to progress the Custodian’s work program.
These roles are varied and dynamic, but typical duties include:
- leading discrete pieces of work to support delivery of the Custodian’s work program, including planning, prioritisation, and tracking of actions and deliverables
- undertaking research, analysis and synthesis to inform advice on emerging issues, stakeholder needs, and system improvement opportunities
- preparing high-quality written products (for example briefs, minutes, submissions, talking points, correspondence and stakeholder packs)
- contributing to (or leading) stakeholder engagement activities—planning meetings, developing engagement approaches, facilitating discussions, and capturing outcomes and next steps
- supporting governance arrangements for the Custodian’s work, including establishing fit-for-purpose processes, maintaining action registers, and coordinating reporting and assurance products
- developing clear communications material (internal and external) to support shared understanding of the Custodian’s role and priorities
- working collaboratively across the division and the broader department to deliver outcomes in a sensitive operating environment.
The role may require the successful candidate to undertake some domestic travel, from time to time.
Stakeholder Engagement role: You will build and maintain strong relationships across the Triple Zero ecosystem, coordinate engagement activities and forums, and ensure stakeholder feedback is translated into practical actions and advice.
Governance role: You will help design, run and continuously improve governance processes that keep work on track—supporting reporting, assurance, and clear decision-making across a fast-moving and high-profile environment.

The successful candidate for this position will be able to demonstrate their capability against the APS6 Work level standards.
