Reporting to the Manager, HR Business Partnering, the HR Business Partner leads the effective service delivery of HR services, systems and processes. This is an ongoing, full-time role.
About the role
As a trusted advisor, the role builds and leverages strong cross-functional relationships to provide strategic and operational advice on people management matters and HR policies, procedures and best practice. Through proactive guidance, support and sound judgement, the HR Business Partner drives consistent, compliant, and contemporary people management outcomes, while supporting organisational capability and performance.
Working in close partnership with senior leaders and key stakeholders, you will provide expert advice on complex people matters and contribute to shaping effective workforce strategies.
Key responsibilities

Provide advice and coaching to leaders on employee management and workplace relations matters.

Management of complex matters within your designated portfolio, ensuring sound judgement and risk mitigation.

Partner proactively with program areas to identify workforce challenges and deliver tailored, strategic HR solutions.

Play a key role in shaping, implementing and evaluating HR initiatives, programs and frameworks to support organisational and people outcomes.

Drive consistent, compliant and contemporary people management practices aligned with organisational priorities and legislation.

Support organisational change, transformation and workforce planning activities.

Build capability in leaders through coaching, guidance and knowledge sharing.

Leverage data and insights to inform decision-making and continuous improvement.
About you
You are a trusted HR professional with a track record of delivering impactful people solutions in complex environments. You are a trusted advisor, operating at a senior level, identifying pro-active solutions whilst effectively balancing hands-on delivery.
You will bring:

Demonstrated experience providing expert HR advice across a broad range of complex HR matters.

Strong knowledge of employment legislation, industrial instruments and public sector frameworks.

Highly developed stakeholder engagement and customer management skills, including the ability to work effectively with senior leaders.

You will possess strong conceptual and analytical skills, as well as strong written and verbal communication skills.

You will be organised and able to work to often tight deadlines and with competing priorities.
A tertiary qualification in a relevant field is desirable, but not essential.

About the Division
The People Strategy and Operations (VPS) Division is responsible for the department's human resources policies and services for the department's Victorian Public Service (VPS) workforce. It provides end-to-end people services, strategic workplace relations advice and support, employee learning and inclusion programs and support, workforce data analytics and strategic planning, and manages corporate office working places and environmental sustainability.
About the Branch
The HR Policy and Strategy (VPS) Branch is responsible for providing strategic HR and workplace relations advice and support for the department's VPS workforce. The branch develops human resources policies, programs and strategies to recruit and support a high performing workforce, whilst promoting best practice and compliance with relevant legislation. In addition, the branch provides strategic advice and recommenda tions on workforce issues relevant to the department and the Victorian Public Sector more broadly.

The Department of Education is responsible for leading the delivery of education and development services to children, young people and adults both directly through government schools and indirectly through the regulation and funding of early childhood services, non-government schools and training programs across Victoria.
