Lead operational improvements in Victoria's prison system by driving ongoing enhancements of a critical frontline application that supports safer, smarter and more efficient custodial services.
About the Business Unit
The Department of Justice and Community Safety (DJCS) delivers a broad range of programs and services that enhance community safety, support victims, strengthen the justice system and reduce crime.
Corrections Victoria, a group within DJCS, supports the Minister for Corrections and is responsible for Victoria's adult custodial system. It operates 13 public prisons, a transition centre and a community residential facility, oversees privately operated prisons, manages Community Correctional Services and Victoria's post-sentence scheme, and works closely with Justice Health. Guided by its vision of Safer Prisons, Safer People and Safer Communities, Corrections Victoria delivers safe, secure custodial environments while supporting rehabilitation and reintegration.
The Digital Operations Unit (DOU) within Custodial Operations, Corrections Victoria, drives innovation, enhances governance and ensures continuous improvement as it relates to deploying technology across Victorian prisons.
DOU leads identification and prioritisation according to system needs and assists Enterprise Technology Solutions (ETS) in the development and implementation of new technologies that enhance operational efficiency, security and opportunities for rehabilitation and reintegration for people in custody.
About the Role
Navigator is a critical application used by custodial staff across Victoria. It supports key operational activities including structured day management, case notes, digital forms and registers, reporting, and automated workflows that improve the efficiency and effectiveness of frontline operations.
Reporting initially to the General Manager, Strategic Projects, the Operational Lead will drive the ongoing improvement of Navigator. You'll work with frontline teams and business areas to understand operational needs, identify opportunities for improvement and support practical business improvements.
You'll lead the work from problem identification through to implementation, working closely with technology specialists who will develop the technical solution. We're looking for someone who understands operations, is digitally confident and can bring people together to get things done.
Some of your key responsibilities will include:

Lead consultation with business areas to identify and prioritise operational improvements supported by Navigator.

Translate operational needs into clear, practical requirements for specialist teams to support delivery.

Lead and coordinate projects from concept through to implementation.

Manage stakeholders, priorities, risks and delivery timeframes to keep work moving.

Act as the operational subject matter expert for Navigator, providing advice, training and support to users across Corrections Victoria.

Drive continuous improvement by identifying opportunities to improve frontline processes through the use of Navigator.
Please note, this position is primarily based at 121 Exhibition Street, Melbourne, with regular travel to various prison locations required. Flexible work arrangements are available in accordance with DJCS policy. This is a full time, fixed term position until 30 June 2027.

Knowledge of the Victorian custodial environment and the operational challenges affecting frontline service delivery.
Qualifications/requirements

Experience working in a prison or justice environment, particularly in operational roles or business improvement, is highly desirable, is highly desirable but not necessary.

A current Victorian Driver's Licence is mandatory.
