Role requirements
To be appointed to a position, you must be an Australian citizen, have permanent residency status or a visa permitting you to work in Australia.
A probationary period may apply to successful applicants to permanent roles who are external to the public service (unless advised otherwise), after which time confirmation of appointment will be dependent upon satisfactory performance review.
Successful applicants will be subject to a criminal history check or blue card screening.
Successful applicants who are either a current or previous public sector employee will be required to disclose previous serious disciplinary action taken against them.
Newly appointed public service employees are obliged, within one month of starting duty, to make a disclosure of any employment as a lobbyist in the previous two years.
Applications remain current for 12 months and may be considered for identical or similar vacancies (these may be at a different location).
Applicants who have been paid a voluntary medical retirement, voluntary early retirement, redundancy or retrenchment payment from a Queensland Government entity are required to indicate this in their application.
Travel is a requirement of this position; therefore, it is a requirement that the applicant hold a current 'C' Class Drivers licence.
Key responsibilities
Demonstrate cultural capability and/or a commitment to developing cultural capability to ensure an inclusive culture that aligns with the Human Rights Act 2019 and supports departmental programs and community partnerships aimed at preserving cultural connections for Aboriginal and Torres Strait Islander peoples.
Provide direction to contract management staff in relation to any issue that arises throughout the contract management cycle.
Provide direction, advice and mentoring to contract management staff in relation to legislation, compliance, financial, legal and cultural issues.
Manage human resources effectively, making decisions according to departmental policies and procedures.
Work with various business areas and Youth Justice regions to lead effective team involvement/or participation in procurement processes and commissioning work.
Lead effective contract management processes with suppliers from diverse backgrounds, ensuring they align with relevant laws, departmental investment specifications, policies and procedures.
Utilise data, tools and systems to analyse and better understand supplier performance to drive better outcomes through the relationship with the supplier.
Monitor contract management performance and take appropriate action to address any issues of non-compliance by suppliers.
Build and maintain respectful and culturally informed relationships with staff, other government agencies and suppliers diverse cultural backgrounds on human service delivery issues.
Provide senior management with strategic and operational advice on improving supplier service delivery.
Lead or coordinate projects to improve procurement outcomes for vulnerable clients from diverse backgrounds.
Represent the department professionally in meetings with key stakeholders and suppliers.
Prepare and coordinate briefs, correspondence, and reports according to departmental guidelines.
Role specific technical skills:
Formal procurement, purchasing and/or contract management accreditation is well regarded (i.e. Queensland Purchasing, QGCPO, CIPS or similar), or have the ability to acquire this accreditation.
You understand the impacts of historical and contemporary policy and practices upon Aboriginal and Torres Strait Islander peoples. You have a demonstrated ability to engage and communicate effectively, and with humility, with Aboriginal and Torres Strait Islander peoples.
