Primary objective
Provide high level contract advice to a range of stakeholders on contractual matters relevant to projects, programs, policies
and initiatives managed by the department.
Context statement
Based in the Policy and Legal Services team, the Legal Services stream provides support across the department in relation
to contract management matters including but not limited to contract novation, terminations, contractor accreditation and
disputes. The team also provides and facilitates legal support and services, ensuring the provision of timely and accurate
advice, or when necessary, providing support to teams to outsource the provision of advice.
Key duties and responsibilities
1. Provide client focused legal services across a range of outputs including contracts, coronial investigations, freedom of
information, privacy issues and team leadership in a senior role within the Policy and Legal Services team.
2. Review contracts, undertake analysis and interrogation of information, and research relevant matters in order to provide
authoritative advice to a diverse range of internal and external stakeholders.
3. Participate in / lead contract negotiations; assess the need for and prepare contract variations; provide policy advice on,
and responses to, complex legal matters relating to contract management and other matters.
4. Prepare high-level documentation e.g. Ministerials, Briefings and Cabinet Submissions.
5. Initiate, lead and coordinate innovative programs relating to the suite of contracts and in-house training.
6. Develop and maintain effective collaborative partnerships and ensure superior stakeholder engagement.
7. Ensure the development and maintenance of effective governance and reporting processes.
Selection criteria
Essential
1. High-level collaborative skills with demonstrated ability to develop and maintain productive working relationships with a
diverse range of stakeholders in sensitive political, commercial and organisational environments.
2. High-level communication, negotiation and conflict resolution skills and the ability to use these skills to prepare high-
level documents, represent the agency, influence positive outcomes and work in a culturally diverse context.
3. High-level strategic, conceptual and analytical skills with the ability to identify and implement innovative solutions.
4. High-level knowledge of contemporary trends and practices in contract law, dispute resolution, procurement, contract
management and securities in an infrastructure / construction environment.
5. Demonstrated team management skills and experience.
6. Proven knowledge of public administration, corporate governance requirements and Government decision-making
frameworks.
Desirable
1. Relevant qualifications and/or demonstrated experience working in business and contract administration, project
management or similar.
2. Experience in, or willingness to develop skills in legal drafting.
3. Law degree and legal practicing certificate.
