Primary objective
Provide specialist advice and services in relation to the strategic direction, procurement, implementation, management and optimisation of the Northern
Territory Government (NTG) voice communications network and infrastructure, ensuring reliable, secure and contemporary voice services that support
agency business requirements.
Context statement
Information Communication Technology (ICT) Services provides ICT hardware and software services to client agencies to meet business requirements,
including end user services such as the ICT Service Centre, end user computing, network management, voice and telecommunications, internet and
collaboration technologies. The Enterprise Architecture team provides strategic direction, governance, standards and specialist expertise to support secure,
reliable and contemporary digital services across the Northern Territory Government.
Key duties and responsibilities
1. Provide strategic and technical advice on current and emerging voice communications technologies, architecture, standards, procurement requirements
and service delivery models across the NTG.
2. Manage the direction of NTG voice communications technologies and associated infrastructure to ensure services remain reliable, secure, fit-for-
purpose and aligned to business requirements.
3. Monitor voice network performance, service availability and capacity trends and work with contracted service providers to implement improvements,
resolve complex issues and optimise service delivery.
4. Lead the planning, design and implementation of voice communications solutions, platform upgrades and technology enhancements across whole-of-
government and agency-specific projects.
5. Develop and maintain productive relationships with agencies, service providers, vendors and internal stakeholders to provide specialist advice and
resolve voice-related issues impacting business operations.
6. Contribute to the development of enterprise standards, policies, procedures and recommendations for continuous service improvement relating to
voice communications technologies, unified communications and associated infrastructure.
7. Work collaboratively with network, infrastructure, cyber security and service delivery teams to ensure integrated technology outcomes and effective
operational support arrangements.
Selection criteria
Essential
1. Extensive experience in the management and optimisation of enterprise voice communications infrastructure and services, including unified
communications and telephony technologies.
2. Demonstrated capability to provide high-level specialist advice on voice communications technologies, architecture, service models and operational
performance.
3. Well-developed interpersonal skills to develop and maintain collaborative relationships with a diverse range of stakeholders, including executive
management, vendors and outsourced service providers, with proven ability to communicate technical information to both technical and non-technical
audiences.
4. High-level analytical, problem solving and decision-making skills, including the ability to identify risks, evaluate options and implement practical solutions
in complex ICT environments.
5. Sound knowledge and experience in ICT service management practices, including incident management, change management, service continuity and
vendor management.
6. Demonstrated work ethic and attitude which emulates DCDD values of Commitment to Service, Innovation, Ethical Practice, Accountability,
Impartiality, Diversity and Respect.
Desirable
1. Relevant tertiary qualifications and/or industry certifications.
