THE OPPORTUNITY
The Manager Environment & Regulatory Services is a critical leadership position reporting directly to the Director Planning & Environment. You will lead, motivate and inspire a multidisciplinary branch responsible for delivering high-quality environment and regulatory services that protect public health, enhance local amenity, support responsible development and preserve the natural environment.
You will provide strategic leadership across a diverse portfolio spanning:
- Environmental and Public Health
- Development Compliance
- Ranger Services and Animal Management

At the heart of this role is stewardship — ensuring Council’s environment and regulatory functions are responsive, sustainable, legislatively compliant and aligned with Council’s strategic priorities. You will guide the delivery of branch services, provide trusted advice to the Director and Executive Leadership Group, and support informed decision-making on complex technical, regulatory and community matters.
You will drive performance by translating strategy into practical programs, projects and initiatives that strengthen accountability, improve service delivery and manage regulatory risk. Through effective planning, budgeting, resource management and reporting, you will ensure branch activities are delivered safely, efficiently and to a high standard.
Just as importantly, you will champion a customer-focused and collaborative culture, building strong relationships across Council and with external stakeholders to deliver outcomes that strengthen community confidence and create lasting public value.
ABOUT YOU
You are a strategic, outcomes-focused leader with extensive experience in environmental health, regulatory compliance and local government service delivery.
You bring sound judgement, strong technical understanding and a commitment to protecting public health, enhancing local amenity, supporting responsible development and preserving the natural environment.
You bring deep and extensive experience across areas such as:
- Environmental health, regulatory compliance and local government service delivery
- Leading multidisciplinary teams and developing capability, performance and accountability
- Planning and prioritising work programs, projects, contracts and service outcomes
- Budget management, resource allocation, procurement and responsible expenditure control
- Customer-focused service improvement, risk management and legislative compliance
You are a clear and influential communicator with highly developed written, verbal, negotiation and conflict resolution skills. You can assess complex technical and regulatory issues, prepare clear reports and advice, and build productive relationships with internal teams, elected representatives, government agencies, industry groups, community members and other stakeholders.
This role will suit someone who is genuinely motivated by public value and community outcomes — someone who can lead change, foster collaboration, manage risk and support a customer-focused culture while ensuring Council’s environment and regulatory functions are delivered with professionalism, probity and care.
