Primary objective
Teaching and Learning Services (TLS) is the centre of expertise for the design of evidence based, data driven curriculum, pedagogy and
assessment resources and support for children and students from birth to Year 12 and transitions to the workforce.
Context statement
TLS provides evidence-based differentiated services and support to schools to maximise outcomes for Territory children and young
people. Our services encompass quality teaching and learning, transition to year 12, national and systemic assessment, certification of the
Northern Territory Certificate of Education, transition to boarding school support and policy coordination. TLS also plays a strategic role
in implementing government priorities, offering expert advice to the Minister for Education and Training and the department’s senior
executives. We enhance our work by actively engaging with a broad range of stakeholders to ensure best outcomes for all our clients.
Key duties and responsibilities
1. Provide high level strategic advice to senior management and government on policies, directions and programs and the implications
for the Northern Territory (NT).
2. Lead the development and implementation of evidence based and systematic approaches to strengthen instruction in NT schools,
including culturally responsive practice.
3. Communicate clear program aims, policy development and program coordination that ensure consistency in the implementation of
relevant NT and National reform agendas to optimise services in a regional delivery model that focus on results and delivers quality
education and training.
4. Control risk management in a politically sensitive context in an open and transparent environment by ensuring all stakeholders are
aware of their roles and responsibilities and any potential issues are addressed as they emerge.
5. Represent the NT on a wide range of national committees and working groups to develop and monitor curriculum and outcomes for
children and students in the NT.
6. Manage relationships and networks across a broad range of government, organisations and sectors to ensure the implementation of
consistent, high quality learning programs from early years of schooling through to the transition to employment.
7. Manage expenditure of allocated work unit budget and external funds to ensure mutually beneficial outcomes in line with strategic
priorities.
Selection criteria
Essential
1. Proven history of success at senior executive level in leading the development, delivery and monitoring of effective strategy, policies
and programs for a large complex agency, whilst leading change that is focussed on improvement and performance.
2. Ability to articulate a vision and translate broad government and corporate direction into clear and effective courses of action that will
achieve desired outcomes.
3. Extensive knowledge of contemporary educational (reform), policy, systemic implementation issues and the socioeconomic and cultural
complexities of the NT.
4. Extensive knowledge of best practice curriculum, pedagogy and assessment support for early years of schooling, primary and
secondary years.
5. Demonstrated ability to apply sound change management processes and effectively consult with a range of stakeholders, bring
together a disparity of views, present options and influence decisions.
6. Proven knowledge and executive track record in project, cost and risk management in a large and complex environment.
7. Demonstrated ability to maintain high-level personal performance, to manage pressure, and modify approaches to suit changing client
and policy requirements.
Desirable
1. Relevant tertiary and post graduate qualifications.
