About the opportunity
We are seeking a strategic and commercially astute Head of Concession Deed & State Engagement to lead the stewardship of our concession framework and strengthen our partnership with the State.
This is a rare senior leadership opportunity where you will shape the long-term success of a complex operating model, balancing government policy, regulatory obligations, commercial outcomes, and stakeholder interests to deliver lasting value for Victorians.
You will be the trusted advisor and subject matter expert responsible for the integrity, governance, interpretation, and effective operation of the concession deed framework across VicRoads RLS.
Working closely with Government stakeholders, and the Executive team, you will navigate complex and often sensitive issues where public policy, commercial interests, regulatory requirements, and operational realities intersect.
You will provide strategic leadership on concession deed obligations, governance arrangements, regulatory change, and State engagement, ensuring outcomes that support compliance, partnership sustainability, and community confidence.
About you
You are an experienced executive leader with deep expertise in commercial contracting, stakeholder management, and governance within highly regulated environments. You bring the confidence and credibility to engage with senior government officials, executives, boards, and external stakeholders while influencing outcomes in complex and evolving landscapes.
What you’ll bring:
- Tertiary qualification in Business, Law, Contract Management, or a related discipline.
- Significant experience managing concession deeds, major contracts, PPPs, or similar commercial arrangements.
- Demonstrated success operating in complex government, regulatory, or public-sector environments.
- Strong commercial acumen with exceptional negotiation and decision-making capabilities.
- Proven experience managing compliance, risk, and governance obligations.
- Outstanding stakeholder engagement, influencing, and relationship-building skills.
- Experience leading teams and organisations through transformation and change
