Primary objective
The Community Engagement program provides strategic leadership to plan, lead and deliver community engagement initiatives that strengthen
partnerships with Aboriginal communities and key department and external stakeholders and improves education outcomes across the Northern
Territory aligned to the DET Strategic plan 2025-2028 and the NT Aboriginal Affairs Framework 2026-2028.
Context statement
Student Wellbeing and Inclusion Programs and Services (SWIPS) is part of Inclusion and Engagement Services, which provides differentiated
support services to reform inclusion and improve engagement and access to learning for children, students and communities. SWIPS provides
advice, guidance and support to clients and stakeholders to ensure all children and students are welcomed into an inclusive learning environment
and are able to engage effectively with education and learn to their full potential.
Key Duties and responsibilities
1. Lead the review and redesign of the Community Engagement Team (CET) program, aligning priorities and delivery with the DET Strategic Plan
and the NT Aboriginal Affairs Framework.
2. Develop and implement a refreshed program logic and operating model, to strengthen community-led engagement, attendance and school-
to-employment pathways.
3. Provide strategic leadership and management of the CET, including workforce capability, performance, wellbeing and fostering a high-
performing, culturally responsive team.
4. Lead change management and implementation activities associated with the program reset, including stakeholder consultation, communication
and transition to a revised operating model.
5. Ensure effective financial and resource management, including budget oversight, workforce planning and alignment of resources to priority
program areas.
6. Lead high-level stakeholder engagement and cross-system collaboration, working with Aboriginal leaders, communities, schools and
government to influence outcomes and strengthen shared accountability.
7. Provide strategic advice, briefings and reporting to executive and ministerial stakeholders, and oversee delivery of culturally responsive
engagement practices, including during priority or emergency situations.
Selection criteria
Essential
1. Demonstrated experience in community engagement and strategic partnerships, particularly in complex and culturally diverse environments,
with the ability to influence stakeholders and deliver outcomes aligned to organisational priorities
2. Demonstrated high-level leadership and team management capability, including building capability, managing performance, and fostering a
collaborative, accountable and high-performing team culture
3. Proven experience in leading and delivering complex projects and system reform, including managing competing priorities and achieving
outcomes within tight timeframes in high-pressure environments
4. Demonstrated ability to strategically align and manage resources, including workforce and program delivery, to meet priority needs and achieve
outcomes effectively
5. Highly developed written and verbal communication skills, including strong interpersonal capability, the ability to resolve complex issues, and
prepare clear, high-quality briefings, submissions and reports for executive and ministerial audiences
6. Proven ability to engage, influence and negotiate with a diverse range of stakeholders, including government, community and industry partners,
to deliver agreed business outcomes
7. Strong cultural capability, including demonstrated experience working effectively with Aboriginal communities and delivering culturally
responsive engagement approaches and outcomes
Desirable
1. Tertiary qualification in a relevant discipline
2. Experience working in an educational setting and/or with children and young people
