Primary objective
The RTO Manager is responsible for the overall management and compliance of the Registered Training Organisation (RTO)
in accordance with the Standards for RTOs, government regulations, and industry best practices. The role involves, managing
staff, ensuring high-quality student outcomes, and ensuring continuous improvement in operations. The RTO Manager will
drive the strategic vision of the RTO while ensuring the organisation operates within the scope of its registration.
Context statement
The Department of Education and Training oversees vocational programs across public and private Northern Territory
secondary schools including managing the distribution of VET funding and facilitating industry partnerships.
The RTO Manager plays a key role in strategic planning, staff management, compliance, and continuous improvement of the
training and education programs offered by the organisation.
Key duties and responsibilities
1. Ensure the RTO is compliant with ASQA (Australian Skills Quality Authority) standards, VET Quality Framework, and
relevant territory and federal regulations.
2. Oversee the implementation of policies and procedures to ensure that the RTO delivers high-quality training and
assessment services.
3. Conduct internal and external audits to monitor and maintain compliance with training and assessment standards.
4. Prepare and submit regulatory reports, audits, and compliance documents as required by ASQA and other governing
bodies including the RTO Board.
5. Manage the review of training and assessment materials and the implementation of continuous improvement
practices to ensure ongoing compliance with the standards for registration.
Selection criteria
Essential
1. Proven leadership experience in an RTO setting, including experience with quality management systems, audits, and
reporting.
2. Extensive knowledge of the VET Quality Framework and Australian Skills Quality Authority Standards for RTOs.
3. Strong leadership, team management, and staff development skills including high level of written and verbal
communication.
4. High level interpersonal skills with a proven ability to establish and maintain effective networks and collaborative
relationships with a wide range of stakeholders, including third-party training partners.
5. Demonstrated ability to manage policies and processes, procurement, finance, human resources and records
management.
6. Experience in the preparation of high-level briefings and complex reports for the chief executive and minister, including
other senior executive audiences.
Desirable
1. Diploma in Vocational Education and Training or higher.
