The Conduct and Performance team sits within People Services Branch and provides specialist advice and support on employee conduct, performance management, and workplace behaviour matters across the Department. The team works closely with managers, employees, and key stakeholders to manage sensitive and often complex matters in line with APS legislation, policy, and procedural fairness principles.
As an APS 5 HR Officer, you will support the delivery of high quality case management and advisory services, contributing to the resolution of conduct and performance matters, including underperformance, complaints, and preliminary misconduct enquiries. You will work in a collaborative, high tempo environment managing competing priorities while maintaining discretion and professionalism.
Our ideal candidate will demonstrate:

Knowledge of, or the ability to quickly acquire knowledge of, APS employment frameworks, including the Public Service Act 1999, APS Code of Conduct, and relevant HR policies.

Experience in HR, employee relations or a related field, with the ability to support the management of conduct and performance matters.

Strong analytical skills, including the ability to assess information and identify key issues in sensitive matters.

Sound written communication skills, with experience preparing clear and structured workplace documentation.

Ability to manage competing priorities and contribute to multiple case matters simultaneously.

Strong stakeholder engagement skills, with the ability to work collaboratively across teams.
DUTIES
As an
APS5 you will be required to:
- Provide advice and support to managers and employees on conduct, performance and other employment related matters.

Assist in the management of complaint, conduct and performance matters, including preparation of case documentation and correspondence.

Support preliminary enquiries and fact finding activities, including gathering and analysing information.
-
Contribute to the drafting of letters, briefs, and reports in line with APS standards and procedural fairness requirements.

Assist with performance management processes, including case coordination, documentation and stakeholder liaison.

Maintain accurate records and contribute to case tracking and reporting.

Liaise with internal stakeholders, including legal, WHS and senior management, where required.

Contribute to risk management activities, including preparing materials for matters with potential litigation or review.

Support continuous improvement initiatives, including development of guidance materials and templates.
ELIGIBILITY
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
