The Victorian Early Childhood Regulatory Authority (VECRA) is the statutory authority responsible for regulating early childhood education and care services in Victoria. VECRA works to ensure the safety, wellbeing and development of children through effective regulation, compliance, quality assessment and continuous improvement across the early childhood sector.
VECRA plays a critical system management role, providing guidance, oversight and assurance to the sector while supporting high-quality early childhood education outcomes for Victorian children and families.
About the Role
The Victorian Early Childhood Regulatory Authority (VECRA) is seeking an experienced and collaborative Finance Manager - Chief Financial Officer to join the Governance and Corporate Support Branch.
Reporting to the Director of Governance and Corporate Support, the Finance Manager - Chief Financial Officer is a key leadership role responsible for driving the organisation's financial, governance, and performance. The Finance Manager - CFO leads all financial operations, provides strategic financial advice to support informed decision-making, oversees the development and delivery of sustainable budgets, and ensures the effective stewardship of organisational resources. Through strong financial leadership, the role identifies opportunities to maximise efficiency, strengthen financial sustainability, and support the VECRA's strategic objectives and long-term success.
Duties include:

Contribute to organisational strategic planning and executive decision-making, supporting the achievement of corporate objectives and business plans.

Lead the development, implementation and review of policies, programs and initiatives within the functional area.

Provide authoritative financial advice, technical reports and recommendations to senior leaders and key stakeholders.

Represent the organisation on financial matters and effectively manage stakeholder relationships, including balancing competing priorities and perspectives.

Advise senior stakeholders on policy issues, risks and solutions within the functional area.

Drive continuous improvement by identifying opportunities to enhance systems, processes and service delivery.

Apply critical thinking and commercial acumen to resolve complex issues, manage risk and maximise organisational value.

Foster collaborative working relationships across the organisation and with external stakeholders to achieve shared outcomes.

Lead, develop and support a high-performing team by setting clear expectations, managing performance, building capability and promoting employee engagement.

Ensure activities are undertaken in accordance with legislative requirements, organisational policies, governance frameworks and Victorian Public Sector Values.
