The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Information Management and Technology Division (IMTD) provides secure, reliable and integrated information and technology platforms, systems, and services that transform education environments, and enable a great education for every child and young person. IMTD aims to:

IMTD is responsible for supporting one of the largest technology networks in Victoria and leading the department's technology, digital capability, business systems and digital transformation. This network consists of Schools, Corporate and Early Childhood Education (ECE) including a school user base of more than 1500 Government schools, 50,000 teachers and 650,000 students.
IMTD provides leadership in the transformation and management of the Department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS) and software (SaaS), using agile practices with a focus on user experience, security, and integration.
About the Role
The Service Costing and Financial Management Lead provides strategic financial leadership and advice to the Information Management and Technology Division (IMTD), supporting effective decision-making, resource allocation, and financial sustainability across the Division.
This role is responsible for leading IT service costing, cost recovery processes and frameworks, budget planning, financial modelling, project expenditure oversight, and financial governance activities. Acting as the primary liaison between IMTD and the Financial Services Division (FSD), the position ensures that financial information is accurate, transparent, and aligned with organisational objectives.
Working closely with IMTD Executive Management Team (EMT), branch leaders, project managers, and corporate finance stakeholders, the Service Costing and Financial Management Lead plays a critical role in strengthening financial performance, supporting strategic initiatives, and ensuring that funding and expenditure decisions are informed by robust financial analysis.

To succeed in the role you'll need to have:

Demonstrated experience in financial management, budgeting, forecasting, financial analysis, and reporting.

Strong knowledge of IT service costing methodologies, cost recovery frameworks, and project financial management.

Experience developing financial models and providing strategic financial advice to senior leaders.

Exceptional analytical and problem-solving skills, with the ability to interpret complex financial information and translate it into meaningful insights.

Highly developed stakeholder engagement and communication skills, with the ability to influence and collaborate across diverse groups.

Experience wor king in complex organisational environments, preferably within government, technology, infrastructure, or shared services functions.

A strong commitment to financial governance, accountability, and continuous improvement.
Desirable Qualifications and Experience

Bachelor's degree in finance, accounting, economics, Business Administration, or related field – desired but not essential

5+ years in financial analysis, budgeting, or IT service costing
-
public or shared services sector experience preferrable
