The Department of Justice and Community Safety is seeking a Senior Program Manager - Gambling Policy to perform a critical role within its Gambling, Liquor & Tobacco business unit.
About the Business Unit
The Gambling, Liquor & Tobacco business unit supports the regulation of gambling, liquor and tobacco in Victoria, to minimise the harms these products can cause and contribute positively to the Victorian economy. It is responsible for:
- delivering and further developing the Victorian Government's strategic response to gambling, liquor and tobacco issues
- developing and implementing the government's policy on major gambling licensing processes
- delivering a research and evaluation program to inform responses to gambling harm in Victoria.
It advises the Minister for Casino, Gaming and Liquor Regulation and is the primary government point of reference for industry, community and government on liquor and gaming issues.
The unit's Policy branch operates in a complex, fast paced environment. It works at the intersection of economic, social and public health issues, considering ways to minimise harm from gambling, liquor and tobacco, while also considering factors affecting these industries and their workforces.
About the Role
As a member of the unit's Senior Leadership Team, the Senior Program Manager - Gambling Policy leads the identification and scoping of a multi-year pipeline of highly complex, high risk and cross-government work program, as well as the effective and timely execution, evaluation and continual improvement of that program. This role is responsible for oversighting the program management of the legislative and policy program for the gambling portfolio.
Senior Program Managers are highly adept at evidence and risk-based decision-making, with a record of implementing risk, quality and governance controls and continual improvements in the context of program management. They have demonstrated workforce planning and budget management experience, to ensure current and future needs are planned carefully and met, including when program needs change unexpectedly. They have a reputation for responding constructively and agilely, ensuring risks and issues are managed effectively, transparently and on a `no surprises' basis.
Some of your duties will include:
- Program manage a significant, complex and multi-year legislative program related to the gambling portfolio, including by developing and maintaining key project templates and processes, implementing and continually improving quality assurance mechanisms, and delivering key policy products (such as Cabinet submissions, impact assessments and subordinate legislation).
- When required, oversee the project management and timely delivery of statutory and other reviews and strategic projects into gambling regulation and policy matters, resulting in clear, evidence-based findings and strategic recommendations for reform.
- Oversee the provision of authoritative and evidence-based strategic policy advice, briefs and correspondence on gambling issues, including to support evidence and risk-based decision-making by Senior Executives and the Victorian Government.

About you
To be successful in this role, you will have:
- Demonstrated experience in leading the development of, project managing, and reporting on significant and complex work programs, ideally a legislative and policy work program.
- Demonstrated experience in risk and issue management in a program or project management or comparable context.
- Demonstrated capability in developing, maintaining and continually improving business systems and practices to support the delivery of significant and complex legislative and policy programs.
- Deep understanding of the policy and legislative development process, as well as demonstrated capability in providing evidence-based, strategic policy advice to Senior Executives and members of government.
- Demonstrated experience in workforce planning and budget management.
- Demonstrated experience in building safe, fair and inclusive workplaces in a senior leadership role, and in leading high-performing, collaborative and constructive teams.
Qualifications/requirements
- Completion of a relevant tertiary qualification in public policy, law, social science, public health, economics or business will be highly regarded.
