CARE is seeking an experienced Program Development & Grant Quality Advisor to provide strategic leadership and technical expertise to strengthen the quality, competitiveness and compliance of CARE Myanmar’s program portfolio, with a particular focus on its Australian Government-funded portfolio and Department of Foreign Affairs and Trade (DFAT) investment.
This position is open to Australian nationals who will be based remotely in Australia and provide strategic and technical support to CARE Myanmar.
This is a high-impact opportunity for a seasoned humanitarian or development professional who understands the Australian Government funding landscape and can bridge program quality, grant management, donor compliance, business development and strategic partnerships.
Working closely with CARE Myanmar, CARE Australia and DFAT, you will provide oversight across the grant lifecycle — from program design and proposal development through implementation, reporting, risk management, compliance and donor engagement. You will also help position CARE Myanmar for future Australian Government funding opportunities and strengthen the systems, capabilities and practices that underpin a high-quality, accountable and sustainable portfolio.
YOUR IMPACT
As the principal technical liaison between CARE Myanmar, CARE Australia and DFAT, you will help ensure that CARE’s Australian Government-funded programs deliver against their commitments while remaining adaptive to a rapidly changing and complex context.
You will:
Lead DFAT Grant Quality & Compliance
Provide strategic oversight of CARE Myanmar’s current DFAT investment, ensuring strong implementation, contractual compliance, performance and adaptive management.
Act as the key technical focal point between CARE Myanmar, CARE Australia and DFAT.
Monitor implementation against approved program designs, budgets, workplans, performance frameworks and contractual obligations.
Partner with Programs, MEAL, Finance, Operations and Partnership teams to identify risks, resolve challenges and strengthen grant management.
Lead and coordinate preparation for donor reviews, audits, grant amendments, contract variations and other DFAT processes.
Ensure timely, accurate and high-quality donor reporting and delivery against contractual commitments.
Shape Future Funding & Resource Mobilisation
Identify and strategically position CARE Myanmar for future DFAT and other Australian Government funding opportunities.
Work closely with CARE Australia to analyse donor priorities, develop partnerships and lead the development of compelling concept notes, proposals and expressions of interest.
Provide quality assurance across the broader institutional funding portfolio.
Strengthen proposals through rigorous review of theories of change, logical frameworks, implementation approaches, budgets, risk analysis, partnership models and monitoring frameworks.
Help strengthen CARE Myanmar’s relationships and positioning with institutional donors.
Strengthen Program Quality & Portfolio Performance
Provide technical review and quality assurance across CARE Myanmar’s grant portfolio.
Review donor reports and key program deliverables to ensure they are accurate, evidence-based, results-focused and aligned with approved program designs and budgets.
Strengthen systems and tools for grant tracking, compliance, reporting, learning and portfolio performance.
Support teams to capture results, lessons, adaptations, risks and value for money.
Build staff capability in grant management, donor compliance, reporting, adaptive management and program quality.
Provide Strategic Advice & Influence
Advise senior management and program teams on grant performance, program quality, resource mobilisation and donor engagement.
Bring technical expertise to proposal development, grant reviews, implementation discussions and reporting processes.
Foster strong collaboration across Programs, MEAL, Finance, Operations and Partnerships.
Champion CARE’s commitments to gender equality, inclusion, safeguarding, accountability, localisation and organisational learning across program development and grant management.
