Operations and Compliance Manager – Early Learning & Care

About the Role
We are seeking an experienced and values-driven Operations and Compliance Manager to lead compliance, quality, safety and operational improvement across our Outside School Hours Care (OSHC) and Long Day Care (LDC) services.
Reporting to the Head of Services, this pivotal leadership role is responsible for ensuring services meet legislative and regulatory requirements while driving a culture of continuous improvement, child safety and operational excellence. The role also provides direct leadership, coaching and support to Operations Managers across their region.

Key Responsibilities
- Lead compliance with the Education and Care Services National Law, Regulations and National Quality Framework (NQF).
- Conduct compliance, safety and quality audits across services.
- Drive continuous improvement initiatives and support Assessment and Rating readiness.
- Strengthen child safety, safeguarding and risk management systems.
- Oversee incident management, reporting and risk mitigation processes.
- Develop and implement policies, procedures, frameworks and reporting systems.
- Support services to achieve and maintain high-quality practice and regulatory compliance.
- Lead, coach and develop Operations Managers and build leadership capability across the region.
- Provide executive-level reporting, analysis and recommendations to support organisational decision-making.
About You
You are a strategic and collaborative leader with strong knowledge of the early childhood education and care sector. You bring extensive experience in compliance, quality assurance and governance, together with the ability to build capability, influence stakeholders and drive sustainable improvement.
Essential Requirements
- Relevant Diploma-level qualification (or higher).
- Demonstrated knowledge of the National Quality Framework, including the Education and Care Services National Law and Regulations.
- Experience in compliance, quality assurance, auditing and continuous improvement within education and care services.
- Knowledge of child safety, safeguarding, workplace health and safety, mandatory reporting and privacy obligations.
- Strong leadership, stakeholder engagement and people management skills.
- Highly developed written and verbal communication skills.
- Current unrestricted Driver’s Licence.
- Ability to obtain and maintain a National Police Check, Working with Vulnerable People Registration and any other required screening clearances.

Selection Criteria
- Demonstrated knowledge of the National Quality Framework, with a strong understanding of the Education and Care Services National Law and Regulations
- Knowledge of relevant regulations, compliance standards, and accreditation processes as they relate to child care.
- Ability to implement and maintain a positive, inclusive culture focused on the well-being of children, families and staff
- Highly developed written and verbal communication skills and interpersonal skills including active listening, negotiation, and conflict resolution.
- Experience in stakeholder engagement, partnership building, and advocacy.
- Strong problem-solving skills and the capacity to respond to operational challenges proactively.
- Demonstrated commitment to diversity, equity, and inclusion in education.
- Demonstrated experience in adhering to, developing, implementing, reviewing, and evaluating work instructions, guidelines, policies, and procedures including a commitment to Quality Assurance Processes.

- Knowledge of the statutory requirements of Workplace Health and Safety standards, Duty of Care, Privacy legislation, Mandatory Reporting and Anti-Discrimination legislation.
